1. Q: Evaluation of “Equal” Products Can the Government confirm that “equal” products will be evaluated based on functional equivalence to the salient characteristics outlined in Section B.3, rather than strict adherence to the listed manufacturer part numbers or proprietary design features?
A: Yes, “equal” products will be evaluated based on meeting the SOW/Salient Characteristics of the solicitation.
2. Q: Installation Scope for Equal Products Several installation line items reference brand-specific procedures (e.g., Getinge rough-ins and installation language). For equal products, may installation be performed by the offeror or its authorized installer using manufacturer-recommended installation standards that meet VA requirements?
A: Yes, this is acceptable.
3. Q: Removal and Disposal Services For brand name or equal offers, may offerors provide commercially equivalent removal and disposal services not tied to the OEM-specific SKUs listed, provided all safety, decontamination, and environmental requirements are satisfied?
A: This is accepted if no regulations/rules are violated.
4. Q: Dimensional Requirements The salient characteristics list workstation dimensions of 72" x 36", while the price schedule lists a 36" x 60" workstation. Please clarify which dimensions are mandatory for compliance and evaluation.
A: There are two different workstations that are being required for Line 1001-1002 the 72”X36” is required and for lines 001-011 workstation 36”X60 is required.
5. Q: Lighting and Electrical Specifications Will the Government accept functionally equivalent lighting and electrical systems (such as integrated LED lighting solutions) that meet or exceed illumination, ergonomic, and safety requirements, even if they differ from specified lamp types, cord lengths, or motor travel speeds?
A: Acceptable so long as it meets the SOW/Salient Characteristics of the solicitation.
6. Q: Accessory Configuration Can the Government confirm the intended accessory configuration per workstation (e.g., number of shelves, lights, and power strips per table), and whether equivalent configurations are acceptable if workflow and functional requirements are met?
A: Acceptable as long as it meets the SOW/Salient Characteristics of the solicitation.
Q: OEM Authorization for Equal Products For brand name or equal offers, will OEM authorization letters from the alternate manufacturer be acceptable to satisfy VAAR 852.212-71 and applicable Non- Manufacturer Rule requirements? Additionally, as these are all custom configurations and not off the shelf items, is there a drawing that has been supplied to confirm each configuration can be competitively quoted 1:1?
A: There is no drawing, these are the measurements that are needed to accommodate the current design. The workstations measurements for lines 001-0011 fit the workspace.
7. Q: Please confirm whether the VA intends to procure Ten (10) Prep & Pack Workstations sized 36" × 60", electronic adjustable height, that also must meet all salient characteristics listed on pages 9–10, and Ten (10) Prep & Pack Workstations sized 72" × 36" × 69.5"–85.5", stainless steel, with overhead lighting, riser frame, shelving, and all salient characteristics listed on pages 9–10.
A: Yes, the VA wants two different types of workstations for different work areas.
8. Q: ITEM 0010 – Removal to Loading Dock (No Disposal) ITEM 0010 states removal of equipment to the customer loading dock in the same building, with no disposal included.
Clarification Requested:
Is the contractor responsible only for transporting the existing workstation(s) to the customer’s loading dock, with no off-site removal or disposal?
A: Disposal is required from contractor when replacing workstations from line item 001- 0011. Line item 1001-1002 is just for installation since this is a new building with no equipment to remove.
9. Q: Will the VA handle all disposal, recycling, or final disposition after placement at the loading dock?
A: No, the disposal is the responsibility of the contractor.
10. Should the contractor include packaging, palletizing, or staging at the loading dock, or is simple placement sufficient?
A: Contractors should include all the above in part of staging.
11. Q: How many Prep & Pack Workstations are included under this removal requirement— ten (10) or twenty (20)?
A: There will be a removal of ten (10) workstations from property.
12. ITEM 0011 – Disposal of Prep & Pack Table ITEM 0011 references disposal with prior approval and notes that disposal may be contingent upon local availability.
Clarification Requested:
Q: Does disposal require full off-site removal and final disposal by the contractor, or delivery to a VA-designated disposal location?
A: The disposal location is chosen by contractor to a licensed disposal facility, no dumping on side of road or empty fields.
13. Q: Does “prior approval” refer to approval to remove the equipment from the facility, approval of off-site disposal, or approval of the disposal method/vendor?
A: Disposal method of vendor.
14. Q: Will the VA identify an approved disposal facility, or is the contractor responsible for locating one?
A: Contractor is responsible for this.
15. Q: Should the contractor provide packaging, transportation, and disposal documentation (e.g., manifests or certificates)?
A: Not necessary for the VA.
16. Q: May disposals occur separately from installation once prior approval is granted?
A: Disposal of items should occur immediately/ within 72 hours the VA has no place to store items.
17. Q: How many Prep & Pack Workstations is the contractor required to dispose of—ten
(10) or twenty (20)?
A: The item of disposal is ten (10).
18. Q: Please confirm whether ITEM 1001 represents ten (10) Prep & Pack Workstations meeting the full salient characteristics listed on pages 9–10.
A: Yes, reference question # 7 above.
19. Q: Is the requirement for 10 tables at 36" × 60" and 10 tables at 36" × 72"?
A: Yes.
20. Q: Are the tables mobile (casters) or fixed.
A: The tables are on casters.
21. Q: Are they stainless steel?
A: Yes, tables are stainless steel.
