About this file
This is Amendment 0001 to Solicitation 36C26226Q0211, issued by the Department of Veterans Affairs (VA), NCO 22 - Network Contracting, located in Tucson, Arizona on January 29, 2026. The amendment is not extended, meaning the original deadline for offer receipt remains in effect. The amendment consists of a Questions and Answers (Q&A) document responding to inquiries from prospective offerors regarding a window and screen cleaning services contract.
The requirement is for exterior and high interior window cleaning services at a VA facility, covering an estimated 2,400 windows and 237 screens across multiple buildings. Services are required twice per year on a 15-day cleaning cycle basis. Cleaning is limited to exterior surfaces for most buildings, except Buildings 90 and 95, which require both interior and exterior cleaning of high interior windows (16 windows at 42 feet and 90 windows at 18-22 feet center height). The maximum building height is approximately 67 feet, with no fall protection anchors or high-rise buildings present. Work hours must be between 8:00 a.m. and 4:30 p.m. The estimated award date is May 1, 2026. Contractors must complete a Pre-Construction Risk Assessment (PCRA), Infection Control Risk Assessment (ICRA), and Interim Life Safety Measure checklist (ILSM) upon award. Special access is required for the locked unit in Building 60 (accessible through charge nurse) and high interior windows in Building 95. PIV-I badges are required for all on-site personnel. Water and electrical access will generally be available but contractors should prepare for cases where it is not. No site visit is required for offer submission, and this is a new requirement with no incumbent contractor. Contractors may propose two service periods per year (approximately six months apart) subject to Contracting Officer Representative (COR) approval.

Q: Are both window surfaces to be cleaned?
A: Exterior cleaning for all except high interior of building 90 and 95, they will require interior and exterior cleaning.
Q: What is the maximum building height?
A: Maximum building height is Building 2: Approximately 67'.
Q: Are structural anchors available on high rise buildings to support cleaning equipment?
A: We have no fall protection anchors on any of our buildings, and no high-rise buildings.
Q: How many skylights require cleaning? What is their height above a stable work surface? Are there atriums?
A: No skylights require cleaning.
Q: Which buildings are included? Can you provide a site plan?
A: Site plan was provided on amendment 0002.
Q: Can you provide the number and size of “high interior” windows?
A: 16 windows at 42’ center height. 90 windows at 18’- 22’ center height.
Q: How many screens require cleaning? What is their size?
A: Approximately 237 screens. Sizes are the same as windows.
Q: Is there any estimated total pane or window count available for this requirement? If so, please advise.
A: Estimated count is 2,400 windows/window assemblies.
Q: If an estimate is available, approximately how much of the total window scope is considered interior (high interior windows) versus exterior?
A: Bld 80 and Bld 90 have 90 high interior windows. Which is roughly 4% of the total windows.
Q: We request clarification on the number of 15-day cleaning cycles per contract year. We note that the Price/Cost Schedule in Section B requests pricing for 2 cleaning cycles per year, however elsewhere in the solicitation it notes one complete cleaning cycle every 4 months, i.e. 3 times a year.
A: We will require two cleanings per year.
Q: Does this project also require façade access/fall protection system inspection or load testing per OSHA and industry standards?
A: Since we have no fall protection systems installed, there is not a requirement for annual inspections or load testing.
Q: Please clarify, does this RFP include Custodial Services or is just for the Window &
Screen Cleaning Services described in the RFP attached?
A: This requirement is for exterior and high interior window cleaning only.
Q: Do you have an approximate count of windows requiring cleaning (both exterior and interior)?
A: Estimated count is 2,400 windows/window assemblies.
Q: Are there different window types or sizes we should be aware of?
A: Windows for each building vary in size only.
Q: What is your preferred start date and time for this service?
A: Estimate award date of 05/01/2026.
Q: Are there specific operating hours we must adhere to at the facility?
A: Work hours between 8:00am-4:30pm.
Q: Will we need security clearances or special access procedures for any areas?
A: Special access will be needed in lock down area of building 60 and high interior windows of building 95.
Q: Are there any areas that are restricted or off-limits during cleaning?
A: Building 60, locked unit, will require access from charge nurse.
Q: Do you have height restrictions or equipment limitations we should consider?
A: We do not have any height restrictions or equipment limitations.
Q: Are there specific VA safety protocols or requirements we must follow?
A: VA safety protocols would consist of completing a Pre-Construction Risk Assessment
(PCRA) once awarded, an Infection Control Risk Assessment (ICRA) prior to beginning work, and an Interim Life Safety Measure checklist (ILSM) prior to beginning work. We would also require SDS’s on all chemicals that will be brought on site. There may be other requirements, depending on the scope of work.
Q: Will water and electrical access be available for our equipment?
A: In most cases water and electrical access will be available, but Contractor should be prepared if not available.
Q: Do you have incumbent pricing on this?
A: No current incumbent pricing.
Q: Regarding scheduling , does the VA have specific months in which services must be performed, or may the contractor propose two service periods per year (approximately six months apart), subject to COR approval?
A: Contractor may propose two service periods and must be approved by COR.
Q: Could you please confirm whether site-visit attendance is not required for offer submission/award.
A: Site-visit attendance is NOT required for offer submission/award.
Q: Share any available site visit notes, Q&A, photos, window/building counts, and access constraints (building list, stories, restricted areas, staging locations for lift/equipment, parking, water access, and any escort/badge requirements)?
A: The government will NOT provide site-visit notes, Q&A, photos. There are NO access constraints. Updated building list provided in Amendment 0002. One 4-story, Three 3-story, six
2-story and remaining buildings are all single story. Staging location for lift/equipment is to be determined. In most cases water access will be available, but Contractor should be prepared if not available. Designated parking is available for Contractors. PIV-I badge will be required for anyone working on site.
Q: Please confirm the correct service frequency for pricing.
A: The service will be twice per year.
Q: Could you please confirm whether this is a new requirement or a follow-on contract?
A: New Requirement.
NOTE: Any questions not answered is due to it not having any relevancy to the current solicitation and or is public information in which a contractor may request a FOIA.
