About this file

This document is an Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs, specifically the New Mexico VA Health Care System in Albuquerque. The amendment's primary purpose is to provide answers to five vendor questions related to a solicitation (36C26226Q0120) for medical transport services at the Tucson VA Medical Center (VAMC). Key details include: there are three separate solicitations covering different Certificate of Necessity (CON) areas in Southern Arizona, no Service-Disabled Veteran-Owned Business Enterprise (SDVBE) set-aside exists, and bidders must possess a Certificate of Necessity at or before the solicitation's specified time. The document clarifies that the VA does not request concurrent transports on the same ambulance and will specify the required transport type (ALS or BLS) beforehand.

The purpose of this amendment is to provide answers to questions. See page 2.

Question 1: Is there a difference between these two solicitations?

Answer 1: Yes. There are three solicitations under three different CON (certificate of necessity) areas in Southern Arizona.

Question 2: Are they for two companies to provide these services to the same hospital area?

Answer 2: These solicitations are for the Tucson VAMC.

Question 3: Are we able to bid without a Certificate of Need and once awarded, we can obtain one?

Answer 3: The Certificate of Necessity (CON) for the area of need is a required submittal at or before the exact time specified in the solicitation.

Question 4: Is there are SDVBE set aside on this solicitation?

Answer 4: No.

Question 5: Can you clarify on the 2 transports at the same time, is that two ALS, two BLS or a combination between BLS and ALS at the same time?

Answer 5: We’ve never requested two transports concurrent on the same rig. We would specify the requested transport type beforehand.
