Q: Are all elevators within the SOW up to date on annual testing?

A: There was a work stoppage for 6 months. They are a little behind. As of now, 70% of the elevators are up to date. The rest should be completed by 30 Sep 25.

Q: Have Category 5 Full Load Hydraulic Rupture Valve Tests been performed and addressed or are they still outstanding?

A: The category 5 Full Load Hydraulic Rupture Valve Tests are still being addressed. As of now, they are still outstanding.

Q: Will there be a site walk?

A: Site visit was scheduled for 07/23/2025.

Q: Are the Cat 5 full load tests for all hydraulic and traction elevators currently up to date? If not, is there a specific year or timeframe when the next Cat 5 tests will be required?

A: Cat 5 traction tests will be due in 2026, hydraulic are due now, we don’t know if they will be performed before September 2025. The current contractor is working on it.

Q: Are the Cat 1 annual safety tests current, or will they need to be performed under this contract?

A: All Cat 1 tests will all be up to date by September 2025.

Q: Has the equipment been recently inspected by a QEI, and are the certificates of operation current?

A: We have never had a QEI inspector come over here in the last 10 years.

Q: Is this a brand new contract OR if there is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number?

A: Incumbent currently performing these services is GD Resources LLC – Contract No.

36C26225C0019.

Q: Per the solicitation, this contract is identified as NAICS code 238290 – Other Building

Equipment Contractors. FAR 19.102 Lists this NAICS as a Specialty Trade. VAAR

852.219-75 VA Notice of Limitations on Subcontracting states SDVOSB contractors shall not subcontract more than 75% for specialty trades. If the FAR, SBA and US Bureau of

Labor Statistics (https://www.bls.gov/oes/2023/may/naics3_238000.htm) classify this

NAICS Code as a specialty trade, the Limitations on Subcontracting should only require a

25% minimum self-performance on behalf of the SDVOSB prime, rather than 50% for

Services. Please advise if the VA will make this adjustment to the limitations clause in the contract.

A: The Government has agreed to make this adjustment to reflect clause VAAR 852.219-75 VA

Notice of Limitation on Subcontracting – Certificate of Compliance for Services and

Construction. Special trade construction contractors should be marked rather than Services.

Q: Pricing CLIN’s 0002, 1002, 2002, 3002 and 4002 are asking for over and above maintenance and repair costs. The actual costs are impossible to determine now as we don’t know how many repairs will be required annually or the magnitude of the repairs and associated costs.

A: Pricing for over and above maintenance can be submitted with zero-dollar amount. CLIN’s

0002, 1002, 2002, 3002 and 4002 for Over and above maintenance are typically only used for

Emergency Services that are not covered under CLIN’s 0001, 1001, 2001, 3001 and 4001 for maintenance and repair services.
