About this file
This document is an Amendment to Solicitation for CCure 9000 and LYNX System License Services issued by the Department of Veterans Affairs (VA) Network Contracting Office 22 in Phoenix, Arizona. The solicitation (36C26225Q1512) covers software licensing and technical support services for multiple VA locations including the Main Campus, CRRC, Northeast CBOC, Northwest CBOC, Southeast CBOC, Show Low, Thunderbird, and Phoenix 32nd Street Clinic. Key requirements include 96 hours of annual onsite technical support, with work to be conducted by factory-certified technicians who will be escorted by VA staff and use VA-provided workstations.
The amendment provides detailed responses to vendor questions, clarifying critical aspects of the contract such as licensing, documentation, onsite access, and support expectations. Pricing is to be firm fixed price for base and option years, with no escalation permitted. For additional support beyond the 96 allocated hours, contractors must propose a modification to the Contracting Officer for approval. Importantly, background checks are not required for contractor personnel, provided they are consistently escorted by VA staff during onsite visits. The period of performance is from 11/1/2025 to 10/31/2026, with invoicing to be done monthly using a specific CLIN tracking mechanism for used and remaining technical support hours.

CCure 9000 and LYNX System License Questions and Answers to 36C26225Q1512 The serial number for the SSA. 9-10449. All other SN are not available.
When was the last SSA provided for this system? The system is current.
Question 3 (Scope of Locations): The solicitation lists multiple VA locations (Main Campus, CRRC, Northeast CBOC, Northwest CBOC, Southeast CBOC, Show Low, Thunderbird, and Phoenix 32nd Street Clinic). (The solicitation lists locations but does not specify whether services are required at all sites or only the main campus.) Could the Government please confirm whether the awarded contractor is expected to perform onsite installation, maintenance, and support services at all listed locations, or only at the Phoenix Main Campus? The awarded contractor is expected to provide services to all the sites listed as well as the main campus.
Question 4 (Licenses & Documentation): The solicitation lists items to be provided but does not specify if VA will furnish existing license keys or system documentation. (The solicitation does not indicate whether existing licenses, documentation, or configuration details will be provided to the contractor.) Will the VA provide existing license keys, documentation, and configuration details at project start? The awarded contractor and the VA will have a kick-off meeting to review the SOW and expectations. Documentation and configurations can be discussed and reviewed at that time.
Question 5 (Onsite Access): The solicitation requires delivery of software licenses but does not specify delivery method. Additionally, it prohibits remote access to VA networks. (The solicitation does not clarify whether installation and maintenance will be performed by VA staff or by the contractor onsite.) Please clarify how contractors will perform installation and maintenance if all work must be completed onsite. Will VA staff handle installation internally, or will the contractor be granted secure onsite access (e.g., VA-furnished workstation, escorted access, credentials) to complete the work? Awarded contractors will be escorted, onsite by VA staff. VA staff will provide access to the network via government approved laptop or workstation. IT staff will also be available to assist when software applications are required. All work is to be conducted on-site with a qualified/factory certified technician.
Question 6 (Scheduling): The solicitation requires 96 hours of onsite technical support annually but does not specify scheduling. Should these hours be delivered in scheduled blocks (e.g., quarterly maintenance visits) or on an as-needed basis? This requirement will be on a as-needed basis. If any allotted hours are not used at the end of the contract year, the funds will be de-obligated and returned to VA finance.
Question 7 (Reporting): The solicitation requires monthly invoices with itemized dates and descriptions of services. Beyond invoices, is the contractor required to provide usage tracking or reporting (e.g., hours consumed vs. hours remaining)? If yes, please confirm the format (e.g., Excel log, formal status report) and frequency (e.g., monthly, quarterly, annually). Tracking for the specific CLIN with the required 96 hours on-site technician should be spelled out i.e $100.00 labor hours at 96hrs= $9,600.00 per contract yr. Each time the VA requests tech time, the contractor uses that CLIN and invoices for hours that are used that month. This will be the tracking mechanism for hours used and hours available per contract year.
Question 8 (Additional Support): The solicitation requires 96 hours annually but does not address additional support beyond that amount. Should we propose a labor rate for hours beyond 96 per year, and if so, what labor categories should we include? If the 96hrs are expired in that contract year, contractor will be asked to propose to the VA for a modification increase in the amount that is necessary to complete a requirement. Contracting Officer will be the final approval before contractor can proceed on.
Question 9 (Pricing): The solicitation requires pricing for base and option years but does not specify escalation method. Should option years be priced as firm fixed or may we propose CPI-based escalation or discounts for multi-year agreements? SOW states Firm Fixed Price
Question 10 (Personnel): The solicitation states work is at the VA Medical Center but does not mention personnel clearance requirements. Are background checks, badging, or VA clearances required for subcontractor staff working onsite? Background checks are not necessary provided the personnel will be escorted by VA staff. Which at all cases that the contractor is onsite, a VA representative will be assigned.
