Contractor shall sign clause 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING-CERTIFICATE OF COMPLIANCE FOR SERVICE AND CONSTRUCTION (JAN 2023) (DEVIATION) pg 19 of the solicitation.
ALL OFFERS SHALL SUBMIT ALL DOCUMENTATION UNDER SECTION E and all AMENDMENTS, failure to provide any required document and acknowledgment of all amendments will result in the offer not being accepted and will not be evaluated.

1. 6.1.6 Report and take pictures of all violations where construction sites are left in an uncleanliness state. Will the VA provide a list of on-going projects and locations of construction sites? Yes. Is the awarded contractor expected to go off the catwalk to take pictures of construction sites? Yes, some debris is off the catwalk.
ANSWER:
2.6.2 Repair & Upkeep Damaged Encasement Within 3 Feet of Catwalk throughout all Interstitial floors. Do you have a specific quantity for bidding purposes e.g. 100 sq ft. per floor, 500 sq ft. total etc.? Est. 500 sq ft per floor.

3. 6.2.1 Photo and document the encasement needing repaired with photos prior to and after completion and submit with invoice. Is this work to be invoiced separate from the base bid? Documentation of existing condition and repair are included with base bid. Is this limited to within 3 feet of the catwalk areas as well? Yes.

4. 6.6 After initial repairs, the contractor will maintain penetration repairs on fire and smoke-related walls and barriers located within the interstitial. Are the initial repairs part of this contract. Yes. If so, do you have an estimated quantity for repair and or a list of locations. 500 sq ft per floor, and we do not have a list of the locations.

5. 6.6.1 &6.6.2 Both line items refer to doing oversite and reporting other contractors for non-compliance issues related to rated walls. Is the expectation that the awarded contractor will inspect all rated barriers throughout the entire interstitial? Yes. 6.6.2 refers to reporting non-compliance by the end of the day. Report to who and by when? Report to the COR by the end of the day.

6. 6.7.1.5 Assist in cleanup and/or removal of graffiti. What locations does this line item refer to? Is a list of locations or sq ft. of removal needed available for bidding purposes. The graffiti is mainly at the P3 elevator entrance for each floor. 100 sq ft per floor.

7.6.7.1.6 As directed to respond to other emergencies and/or other situations pertaining to the Scope of Work. For bidding purposes, is there a set amount of hours to assign value to or would this be on a T&M basis? Est. 16hrs/wk

8. 6.7.3 Report and take pictures of missing or damaged systems, items and/or procedures. Can you provide a list of what systems are to be inspected? Provide documentation of safety concerns for all systems including Electrical, HVAC, Plumbing, and Structural. Is this only within 3 feet of the catwalk or throughout the entire interstitial? This applies to anything within view. Safety has no boundaries.

9. 6.10 refers to off catwalk cleanup of the interstitial. Is this throughout the interstitial? Yes, projects extend well off the catwalk system. If so, will the VA coordinate moving patients or end users in rooms that cannot be safely accessed from the interstitial? The VA will coordinate with staff to ensure the rooms below are clear.

10. 6.10 refers to off catwalk cleaning throughout VA SD campus. Can you provide a list of locations and scope for bidding purposes? We don’t have a list of exact locations. The scope includes any debris that is not part of the building systems. If work takes place in other buildings, will that be on a T&M basis? No work in other buildings.

11. 6.11 Install an adequate HEPA Vac on each floor, at each P-3 clean room. Is this a reimbursable cost? The cost should be included with the bid and non-reimbursable. How will replacement be handled due to damage or theft by others? The vacuum will be added to our inventory. Damage or theft will be at the VA’s expense.

12. 6.13 Repair & upkeep all fire/smoke wall penetrations within the interstitial. Is there an estimated quantity or list of locations. Is there a limit to the size of repairs? We have no list of locations. Estimate 500 sq ft per floor, and there is no size limitation.

13. 6.13.2 All off-catwalk repairs are required to be coordinated with service below, prior to leaving the catwalk. Who is responsible for coordination with end users? VA personnel will coordinate with staff for access. Will the VA relocate people at areas of off catwalk repairs. Yes.

14. What wage rate(s) are assigned to this work. TBD by CO/CS.

15. Is night work optional for the interstitial cleaning and/ or patch and repair work (due to noise constraints)? Locations in the hospital will determine the time for access. Night work might wake in patient areas.

16. Section 6.7 calls out a full time 40 hr. / week person working as a liaison. Will that person have a designated office location, workstation or options for a small office trailer on site? What are the working hours for this designated person? VA will provide a space with a desk, and the hours will be 7:00am-3:30pm.

17. For SOW "6.1.5 Will remove all asbestos containing materials (ACM) and other debris from the catwalk systems and all rooms located within the building 1 Interstitial and 6.14 Removal of all ACM and Debris from the catwalk and all rooms located within the Interstitials." There are several abandoned plastic construction barriers and construction trash throughout all the interstitials. Please clarify if the removal of all abandoned construction barriers and trash are included in SOW. Some construction barriers will need to be repaired to maintain separation between clean areas and asbestos environments. Verification of each location will be required. If so, can the VA provide an estimated quantity on each floor? Est. 1000 sq ft per floor.

18. For Service Contract Act WD # 2015-5635 there is no asbestos worker classification. Can the VA provide a DOL classification for an asbestos abatement worker? TBD by CO/CS
