About this file

This document is an Amendment (0001) to a Request for Quote (RFQ) for Emergency Residential Services, specifically a 10-bed Medical Respite Care contract for Veterans. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office 22 in Long Beach, California, with performance located within 15 miles of the West LA Veterans Administration Medical Center. The contract is a Firm Fixed Price Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year period, and a maximum ceiling of $5,500,000.00.

Key updates in this amendment include modifications to the Performance Work Statement, specifically enhanced emergency and disaster planning requirements, contingency staffing provisions, and clarifications on personnel replacement. The solicitation answers several vendor questions, confirming that the facility can have double occupancy rooms, can be located with other veteran or non-veteran programs, and must comply with state licensing requirements. Responses are due by June 16, 2025, at 10:00 AM Pacific Time, with the contract specialist being Ben Bayoneta, who can be contacted at benjumar.bayoneta@va.gov. The procurement is unrestricted and seeks to establish a community-based medical respite care facility for veterans.

Answers to the Questions received for RFQ 36C26225Q0773

1 QUESTION: Will this be mandated by the state to have license to operate a residential respite facility?

ANSWER: Yes, medical respite facilities must comply with all state licensing and other local requirements

2 QUESTION: Can the 10 beds be of a double occupancy or must be single occupancy?

ANSWER: It can be double occupancy. Double occupancy should still be single beds; i.e. 2 per room.

3 QUESTION: Should the facility hire at discretion, it's own staff of skilled nurses or will the potential residents have case managers, IHSS Providers, Nurses or any form of assistance already in place?

ANSWER: It would be the decision/discretion of the Vendor to hire additional staff. However, the contract is only funded per the requirements of the PWS. Therefore, any additional staff beyond what is indicated in the PWS would be the sole responsibility of the provider to fund. The CMs for this program are embedded within the contract as is a PM who is a licensed RN and an LVN. Due to privacy, IHSS providers would not be allowed.

4 QUESTION: Can the proposed program be housed in a facility with other veterans or non-veteran programs?

ANSWER: Yes.

5 QUESTION: Due to inflation, salary increases, and other financial increases that can occur during the 5-year contract, can the proposed price quote be higher than the list maximum of $5,500,000.00 to account for future expenses?

ANSWER: The maximum ceiling of this contract is $5,500,000.00. It is in the interest of the vendor to include inflation, salary and any other factors that affect the all-inclusive price.

6 QUESTION: Will billing approval per veteran include having staff onsite and available 24/7, meals available 24/7, bed remaining open, amenities remaining one and available? It appears to be deduced to the veteran signing that they were present overnight vs. the inclusion of the veteran’ signature and all the contracted services that have to be available, ready, and accessible to the veteran.

ANSWER: Billing is based on overnight bed stay; see sections 32 and 33 of the Performance Work Statement (PWS). Additionally, contracts are not drop-in centers or day programs, contracts must show proof Veterans are residing at the program.

7 QUESTION: Is there an organization currently housing the 10 Veterans under this contract? Or will this be a new requirement that’s needed within the community?

ANSWER: This is a new requirement.

8 QUESTION: Is this program only for Greater LA County or could it be used in Needles, CA?

ANSWER: This program shall be located with a 15-mile radius of the West LA Campus of GLA: 11301 Wilshire Blvd, Los Angeles, CA 90073-1003
