About this file

This document is a Questions and Answers (Q&A) file for Solicitation 36C26225Q0453, focused on a Life Safety Assessment Update for the Department of Veterans Affairs Veterans Health Administration. The Q&A provides detailed requirements for updating the Statement of Conditions (SOC) for VA facilities, requiring a comprehensive physical inspection of buildings to assess compliance with NFPA 101, Life Safety Code 2024, and Joint Commission Life Safety Standards 2025. The contractor must conduct a thorough site survey, develop detailed deficiency drawings and reports, and provide two binders with electronic documentation, including Life Safety Plan Drawings, Deficiency Drawings, and Deficiency Reports in AutoCAD 2025 format.

The scope of work includes determining occupancy classifications, assessing fire protection systems, evaluating means of egress, examining building compartmentation, analyzing fire alarm and sprinkler systems, and identifying specific deficiencies related to fire-rated doors, exit signs, vertical openings, and hazardous areas. The deliverables must be comprehensive, with deficiencies numbered and cross-referenced between floor plans and a detailed report, covering both main building areas and interstitial spaces. The contractor will be required to provide two sets of "D" size drawings and electronic copies, with a structured documentation approach that includes multiple categories such as Basic Building Information, Life Safety Assessment forms, and deficiency-related materials.

Q&A Solicitation 36C26225Q0453

1. "VA GLA has an existing SOC" (PAGE4) but provides no details about its current state, format, or deficiencies that need addressing. Can the government provide a copy of the existing SOC or a summary of its current content, format, and known gaps or issues that the contractor is expected to address?

Answer: The current state of the Statement of Conditions (SOC) is that we have many ongoing construction projects that have penetrated fire rated walls and floors throughout the buildings that are listed on the SOC. The SOC update will consist of physically going through each building to identify compliance with NFPA 101, 2024 and the Joint Commission Life Safety Standards. The Joint Commission developed an electronic tool known as the Statement of Conditions (SOC), available on the Joint Commission Connect extranet site that offers a proactive management approach to building fire safety. Hospitals are required to maintain current Basis Building Information within the

SOC.

The Life Safety Assessment tool is used to evaluate and document Life Safety Code compliance.

Answer: The contractor shall determine the occupancy classification for each building on the Statement of Conditions. Determine if the building is new or existing. Determine occupant load for the buildings to determine the capacity of the means of egress. Determine hazard of contents which is the relative danger of the start and spread of fire, the danger of smoke and gases generated, and the danger of explosion or other occurrence potentially endangering the lives and safety of occupants of the building or structure. Determine if the fire protection systems are following NFPA standards. Determine if the means of egress, corridors, doors in a means of egress, exits, stairs and ramps, rooms, illumination and signage are following NFPA 101, Life Safety Code, 2024.
