Answers to Questions Submitted

1. (Pg. 5) CLIN/Item Number 0001 Quantity is 200. May the Government please clarify how this quantity was chosen? What happens if Labor required is less or greater than “200 EA” may this quantity be adjusted on contractor’s price submission?

Answer: HTM has 2 to 3 work orders a month anywhere from 4 to 8 hours each. 16.6 x 12= 200; If 200 hours are used, we can create a modification to work order. If less, funds will be de-obligated. No adjustments to contractor’s price submission once it is awarded will be accepted.

2. (Pg. 31-32) SOW; May the government provide complete equipment listings for all sites listed under Item 1 in the table? (SOW page 1 Item Description table)

Answer: Kearny Mesa CBOC – Cameras: 145 Miramar/ Carroll Rd. – Cameras: 6 Oceanside CBOC – Cameras: 48 VA San Diego 2 Main Site – Cameras: 446 Chula Vista CBOC – Camera: 44 Rio CBOC – Cameras: 11

3. (Pg. 32) “The vendor shall provide… software maintenance support for period of 12 months with

4 one-year options.” Without equipment counts (Cameras, Recorders, Client Workstations) we cannot accurately determine how many Licenses/SSAs are required. May the Government please advise how many total Licenses will be required?

Answer: We currently have a total of 1060 Licenses. Per Avigilon (the system that we use at the VA for all our cameras) once these licenses are purchased, they are good for life or until a new full Avigilon system upgrade is installed in which case these licenses can potentially carry over. Any new cameras needed to be installed will require additional licenses, 1 new license per additional camera.

4. (Pg. 32) How many total network closets are there? May the government provide drawings that identifies each Head End location?

Answer: 73 IT closets. We have general maps of all facilities but not specific Avigilon System equipment location diagrams.

5. May the government provide Site Diagrams describing all physical security equipment locations, for all covered sites?

Answer: See item 4.

6. (Pg. 32) Are multiple network closets (head ends) utilized or is everything centrally connected at a singular location?

Answer: There are multiple network closets.

7. (Pg. 32) “On-site service calls shall be included, with a response time of (2) business days”. Does the government have different response times for system critical or emergency response?

Answer: HTM response in 1 to 3 business days depending on issue.

8. (Pg. 32-33) “Avigilon Licenses/Software/Firmware updates (new releases) as available”. When do the current/existing Avigilon Software Service Agreements (SSAs) expire?

Answer: Only the Miramar cameras are expired. We have no SSA.

9. (Pg. 33) Planned Maintenance Inspections (PMI) – “(A) Labor and materials to replace unit warranty if problem not fixable”. I’m having trouble interpreting what this means. May the government please clarify the intention of Item (A) for PMI services?

Answer: A replace part should be available to install if the unit being replaced in under warranty.

10. (Pg. 34) Parts – To avoid expenses for unnecessary materials, would the government consider amending the Price/Cost schedule to include a funded CLIN line to bill against for replacement parts at a value set by the government? Example: REPAIR CLIN 0003 -- $25k or $50k?

Answer: When repairs parts outside of warranty are needed, a separate purchase order will be completed. See item G under “Parts”.

11. (Pg. 34) Parts (A) – (G) have multiple references to covered and not covered parts. Please provide a listing of all COVERED equipment including accurate equipment counts, manufacturers, SKU/model numbers, and approximate date the equipment was installed. This information is critical to provide a quote as requested.

Answer: We currently use Pelco and Avigilon Cameras at our VA sites. As we continue to purchase new cameras, we are generally purchasing specifically Avigilon Brand Cameras due to their higher quality and durability. We use various Avigilon Camera Models depending on the need of the location per VA Police needs. These cameras are purchased and installed throughout the years all the time.

12. (Pg. 34) Parts (E) – “Unserviceable parts will be replaced…. Within (8) Hours”. There is a different response requirement outlined on page 32. May the government clarify response times for all service call scenarios?

Answer: On-site service calls and replacement of unserviceable parts are two different items. If during the on-site service call a replacement needs to be done, it should be completed within 8 hours. When a problem is reported which requires an on-site service call, the Contractor will need to respond within 2 business days.

13. (Pg. 34) Parts (E) – “Unserviceable parts will be replaced…. Within (8) Hours”. Government should acknowledge procurement/availability of replacement parts will dictate any contractors (sic) ability to repair within the (8) hour time frame.

Answer: It can be stipulated that some parts will need to be ordered; however, maintenance parts should be available and be installed in the 8-hour timeframe.

14. Breakdown of the cameras per site, as there are thirteen (13) sites listed?

Answer: See item 5.

15. Breakdown of camera type and model per location?

Answer: See item 5.

16. Server models and QTY per location?

Answer: We can provide this as an individual pdf report for each site.

17. Lift needed for any of the cameras/sites.

Answer: Most cameras are accessible by a 6–10-foot ladder. There are some cameras which will require a lift to be accessed.

18. Can the government provide the quantity of cameras and NVRs at each site? If an exact count isn’t available, can a general range be provided?

Answer: At the moment we have a total of 700 cameras installed. We have a total of 4 NVR3 and 8 NVR4 server platforms. The individual site report will state all the details for each site of the NVR.

19. Solicitation B.2, CLIN 0001 - Is the quantity of 200 required in this CLIN representative of 200 total service visits or 200 total service hours?

Answer: See Item #1.

20. Solicitation B.2, CLIN 0002 – Is the tech support required as part of this CLIN inclusive only of remote and/or phone tech support or is additional on-site tech support to be include in this CLIN pricing as well?

Answer: Yes, remote/phone tech will be used at first and if unable to be resolved Vender will need to come on-site for assistance up to 200 hours per year.
