Q: What is difference between these two lines items Monthly Treatment Service Fees, Special Treatments, and Emergent Calls, Monthly Treatment Service Fees, Special Treatments, and Emergent Calls and Pest Control?
A: Monthly Treatment service fees are fees for completing the onsite inspection and or treatments of areas and or equipment that has been outlined in contract on the agreed to schedule.
Special Treatment- Is a treatment that is not covered in the general contract. A special treatment will entail a pest concern which entails, facilities, engineering, safety, or special set up.
Emergent calls-After hours or unscheduled services that are covered in the general contract.
i.e. bedbugs, pest in patient care area or immediate threat to patients or staff.
Q: Please define services expectations for Services for Flying Animals? Should this be priced at a per occurrence versus price per month?
A: Price per service would be ok for a specific pest bird emergency. If there is a chronic pest bird issue, then a separate contract and price structure to address should be initiated.
Q: Pricing shows price per month for bed bugs. How many bed bug incidents were there last year? Should this be priced per occurrence?
A: This question was answered in the Solicitation Amendment posted on 2/13/2024 regarding how many bed bug incidents. This is incorporated and not per occurrence.
Q: Pricing shows price per month for lice. How many lice incidents were there last year?
Should this be priced per occurrence?
A: Lice is considered a public health concern and is not covered in pest management. Only noted area for coverage through pest management is an inspection of an area, otherwise it would be covered under contract. This is incorporated and not per occurrence.
Q: Termites cannot be a flat monthly rate as they are priced either by linear footage – can you please change price sheet to reflect this?
A: Two items should be noted. Treatment fee for 1. Inspection of an area/building 2. Treatment option price for a baiting program and spot treatments. Inspections should be included in contract, treatment if needed should be a line item and per occurrence. Line items have been revised to reflect these two services.
Q: Services for Coyotes Captured / Removal. How may coyotes were captured last year? Right now, we believe this needs to be handled by animal control. If this is still desire, believe this should be priced per occurrence- please confirm.
A: This question was answered in the Solicitation Amendment posted on 2/13/2024. This will be per occurrence.

Q: How often is current provider on campus? # of days and hours per week.
A: Reference Statement of Work section D.1 of the Solicitation, Subsection 5 Contractor Responsibilities, and specifically section 5.6.
Q: Based on issues identified during the tour, we would like to offer some innovation-how can we propose this? Since this is not a like for like option?
A: Submit a separate description labeled Innovation Plan and provide your ideas.
Q: What buildings are included in this solicitation?
A: Reference Statement of Work section D.1 of the Solicitation, Subsection 3 Building to be Serviced.
Q: Can you provide more details about the specific types of environments and buildings (e.g., size, location, usual pest issues) where the pest control services are required?
A: Reference Statement of Work section D.1 of the Solicitation, Subsection 2 Estimated area of Facility Coverage.
Q: Are there any specific pests that have been identified as particularly problematic or challenging within the premises that require special attention?
A: Sensitive areas are specific to patient care areas, such as Operating rooms, Patient wards, Surgery Clinics, Sterile processing, Pharmacy and Emergency Departments, Rodent activity (facility wide), walk-in patients with bed bugs (Emergency Department)
Q: What are the expectations regarding the frequency of services for each type of pest control treatment mentioned in the solicitation?
A: Pest service expectation are to have regularly scheduled inspections on a weekly basis.
Inspection of high-risk areas for pest. (Kitchens, Canteens, Food Storage, Coffee shops and primary dock areas. Service should be divided into areas of exterior at least bi-monthly depending on pest activity. All key areas at least monthly on rotating basis. Reports of sanitation or structural conditions should be noted during inspections, reported to PMO and or representative.
Q: Can you clarify the procedures for emergency call-outs, including response times, reporting mechanisms, and any additional costs associated with these services?
A: Call out are unscheduled pest services needed during regular worktimes; emergency services will be carried out after hours, high risk areas or health risks to patients, staff or visitors.
Call outs should be responded to in 2 hours, but no later than 4 hours.
Q: Are there any specific safety or compliance protocols we should be aware of, especially concerning the treatment in sensitive areas (e.g., healthcare facilities, food service areas)?
A: Reference Statement of Work section D.1 of the Solicitation, Subsection 4 Specifications.
Q: Could you provide more information on the reporting and documentation requirements for the services rendered?
A: Reports should include pest findings, sanitization, structural risks, document areas inspected and if pesticide used following governance guidelines for documentation. Product used, EPA#, Percentage of strength, amount used, Location and should include Pest Management Professional license #.
Q: What are the contract's performance evaluation criteria, and how frequently will performance reviews be conducted?
A: Reference Statement of Work section D.1 of the Solicitation, Subsection 20 Services Summary.
Q: Could you elaborate on the insurance requirements and any other compliance certifications needed to fulfill the contract's obligations?
A: Reference Statement of Work section D.1 of the Solicitation, Subsection 7 Compliance and Operational Requirements, Subsection 11.5 Contractor Personnel, 12 Special Conditions, 16 Liability Insurance, C.2 Supplemental Insurance Requirements.
Q: Are there any preferences or requirements for using certain pest control methods or treatments (e.g., eco-friendly, non-toxic)?
A: Least toxic, lowest risk pesticide to environment should always be a priority.
Q: Can you specify the process and criteria for contract extension and the expectations for service level adjustments over the contract period?
A: The contract will be for one Base Year, and four (4) Option Years, at the end of each year, the Program Office and CO will evaluate performance and make a determination to exercise the next option year or not. This will be a Firm Fixed Price Contract, there will be no level adjustments over the contract period. The only adjustment to be made will be IAW 52.222-43 Fair Labor Standards Act – Price Adjustment.
Q; How long is the contract that we are bidding on? 1, 2 or 3 years?
A: The contract will be for one Base Year, and four (4) Option Years, Section B.2 Price Cost Schedule has line items for each option year based on the period of performance.
Q: Do we need to incorporate “prevailing wage” when working on site at the VA?
A: Wages must meet the prevailing wages stated in the Wage Determination on Contract Opportunities for the specific location. Reference Section D.2 Wage Determination for the most updated version used for this solicitation. SCA Wage Determination #: 2015-5613, Revision 25, Date: December 26,2023. Reference: SAM.gov Wage Determinations.
Q: Is there a bid form that you want everyone to use or do we just create our own customized pest control proposal? I already have the pricing ready for you I just need to know in what form would you like me to send it?
