About this file
This document is an amendment to a federal solicitation for a medical gas compressor and medical vacuum pump system. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is seeking to install a new triplex oil lubricated rotary vane vacuum pump system at a VA medical facility, including a new master alarm panel to be located approximately 150 feet from the mechanical room in the nurse station. The amendment provides responses to contractor questions, clarifying that a brand name product is acceptable if meeting requirements, the Buy American Act does not apply, and the contractor will be responsible for roof penetration sealing as part of the work.

QUESTIONS AND RESPONSES
1) Pictures were provided of the nurse station, but we don’t see an existing Master alarm panel, is there an existing panel or are we installing a new panel?
RESPONSE: There are no current master alarm panel. It is a new install.
2) What is the approximate distance from the mechanical room to the master alarm panel in the SCI nurse station?
RESPONSE: It is roughly 150 feet.
3) What is the best path of travel from the mechanical room to the master alarm panel in the SCI nurse station?
RESPONSE: The best path would be up through the roof of the mechanical room and penetrate the roof by the nurse station.
4) The SOW says we are installing a triplex oil lubricated rotary vane vacuum pump system. Will this pump be used for WAGD as well? If so, oil lubricated cannot be used by code and Claw will be recommended.
RESPONSE: As of right now and for the foreseeable future the SCI will not need wag.
5) What is the location of the Medical Air intake?
RESPONSE: The current location is on the roof of the mechanical room however it is unknown if the location is to code due to renovations.
6) What is the location of the Medical Vacuum exhaust?
RESPONSE: The current location is on the roof of the mechanical room however it is unknown if the location is to code due to renovations.
7) If we are using the same circuit for the new system as the old system, are there different breakers we can use for temporary systems while we are removing the old systems and installing the new ones?
RESPONSE: Per the electricians, there are open spots that are not on the emergency power panel that could be used if the brakers could be found, but they are old panels and old brakers and availability is unknown. It may be possible, but do not count on it.
8) The SOW shows Beacon Medaes equipment. Is this a hard spec Beacon or can we use Powerex, Amico, etc?
RESPONSE: Please refer to Amendment 0001 of this solicitation for the full details. This solicitation is seeking “Brand Name or Equal” to products, FAR 52.211-6.
9) Will the Buy American Act, FAR 52.225-1, be enforced for all medical gas equipment used on this project. (some medical gas manufacturers commonly spec’d on VA projects do not meet current regulatory standards).
RESPONSE: Please refer to Amendment 0001 of this solicitation. The Buy American statue, FAR 52.225-1, does not apply to this solicitation. Instead, Trade Agreements, FAR 52.225-5, applies.
10) Due to the complexity of this project along with the high up-front cost of materials, does this solicitation provide for progress payments?
RESPONSE: No.
Questions 11 & 12 During the site-visit, it was discovered that the existing 3" medical vacuum exhaust was assembled using soldered copper fittings which will require replacement per NFPA 99.
The existing 1 1/2" medical air intake will require increasing the size to 2".
RESPONSE: This is correct. It is unknown who installed the current system, but the new system will need to brought up to code per NFPA 99.
The existing roof penetrations are currently 10' apart which does not meet NFPA 99 requirement for distance between a medical vacuum exhaust and medical air intake.
The existing roof penetrations can be reused and the piping can be separated on the roof to meet the minimum 25' distance requirement. However, it would be consistent with standard practice to make this distance separation inside of the mechanical room and then penetrate onto the roof.
Questions:
11) Is this roof currently under warranty?
RESPONSE: No.
12) Who will be responsible for sealing existing penetrations or new penetrations through the roof?
RESPONSE: The contractor that is awarded the contract will need to have the roof resealed. The roof material is hyperlong.
