About this file
This amendment to a solicitation provides responses to questions from offerors and removes certain line items from the pricing schedule. The Department of Veterans Affairs seeks maintenance and repair services for elevators and dumbwaiters at multiple facilities in the Greater Los Angeles area over a potential ten-year period from November 2023 through September 2028. Services are to be performed at the West Los Angeles, Los Angeles Ambulatory Care Center, and Sepulveda campuses. The amendment responds to seven questions on issues including obsolete part repairs, force majeure events, vandalism, lighting repairs, major repairs, and expected emergency calls. It also removes line items for monthly emergency services, clarifying any repairs beyond routine maintenance will require separate negotiation. Offerors are to acknowledge receipt of the amendment by the stated deadline.

1. The Statement of Work does not mention how to handle obsolescence. What is the expectation for repairs to be completed when parts are no longer available and cannot be repaired?
Answer: When equipment is obsolete and parts are no longer available to make satisfactory repairs, then the contractor should recommend a plan for upgrade, modification or replacement and provide a budgetary estimate.
2. Will the contractor be responsible for repairs caused by Force Majeure?
Answer: Force Majeure are circumstances beyond anyone’s control, such as war, weather, or riot, so the contractor is not responsible for force Majeure.
3. Will the contractor be responsible for repairs caused by clear vandalism or misuse/abuse?
Answer: No. The contractor is responsible for repairs that may occur during the normal course of using the elevator.
4. Can you confirm that cab finishes, and lighting are not included in the repair requirements?
Answer: Yes. Repair of the lighting is not in the contract. Lighting is building service equipment.
5. Will major repairs, i.e. Drive replacements, hoist rope replacements, etc., be expected to be covered in the included repairs? Or will these be separate?
Answer: No. Major repairs such as ropes, drives will be covered separately.
6. On page 28 of the Statement of Work, it indicates 15 emergency calls will be included for the West Los Angeles campus, but it does not list the number of calls included for the two Ambulatory Care Clinics. Can you clarify how many emergency calls for these locations are included?
Answer: The RFQ should call for 20 emergency calls per year for the Greater Los Angeles healthcare system overall, which includes LAACC, Sepulveda and West Los Angeles.
7. Can you clarify the intent of CLIN 0002 – Emergency Services of Elevators and Dumb
Waiter? Is this meant to be a repair fund? Additionally, it lists it as a monthly cost, are there expectations of monthly repairs?
Answer: Line Items 0002, 1002, 2002, 3002, and 4002 will be removed from the RFQ.
Any repair/emergency beyond the scope of the maintenance and repair Line Items will be handled separately. The Contractor should plan for the repair/emergency and provide a budgetary estimate. The final price for any repair/emergency beyond the scope of the maintenance and repair line item will be negotiated between the Contractor and the Contracting Officer.
