About this file

This document contains responses to questions on an amendment to a solicitation for Family Medicine and Internal Medicine Physician Services at the VA San Diego Healthcare System. The amendment provides clarification on several key areas. It confirms this is a new requirement for a minimum of six physicians to be credentialed and privileged, with three slots each for Family Medicine and Internal Medicine. The amendment removes an earlier worker's compensation requirement and clarifies that physicians will be assigned among five locations as needed for periods of three to six months, with no on-call duties or billable travel time. It further explains that while the estimated hours per physician may not equate to full-time, six candidates are requested to ensure adequate backup coverage can be provided at all times to meet the three FTE minimum requirement.

RESPONSE TO QUESTIONS ON SOLICITATION 36C26223R0131

Family Medicine Physicians and Internal Medicine Physicians at VASDHS

1. Who is the incumbent contractor including the contract number for these services?

· This is a new requirement.

2. Can you confirm if the VA is requiring 3 FTE Internal Medicine Physicians AND 3 FTE Family Medicine Physicians to be on-site?

· Please refer to section B.2 SCHEDULE OF SERVICES & PRICE - The contractor shall propose a minimum of six (6) key personnel to be credentialed (3 Family Medicine Physicians and 3 Internal Medicine Physicians). This is to ensure (as stated in the Schedule) enough appropriately qualified physicians are credentialed and privileged to provide adequate backup to ensure the required level of services are provided.

3. Can you provide an example of how the work will be divided between the 5 locations listed in the PWS and which physicians will be required to be on-site for each specific site?

· Physicians will be assigned to one of the five locations as needed. The assignments at each location are normally between three to six months.

4. Is there an on-call requirement for these services?

· No. On-call service is not needed.

5. Can you share any information on the government’s broader strategic goals in this area of services?

· The goal is to provide continuity of care for Veteran patients with physician contingency staffing.

6. We have a question regarding the Worker’s Comp requirement for 36C26223R0131. Is it possible for this requirement to be waived for 1099 providing physicians?

· Section 2.7.1 is now removed from the solicitation – 36C26223R0131.

7. How many incumbent providers (Internal Med / Family Med) are on the current contract?

· This is a new requirement.

8. Which positions are vacant/not filled? At which location?

· This is a new requirement.

9. The RFP has 3076 hours in each category, for 3 FTE Family Practice & 3 FTE Internal Medicine providers each year (6152 hours combined/p yr.). However, this only translate to 1025.33 hours per provider per year and would not cover the necessary hours needed for full time (80 hours every 2 weeks). Is this a misprint, or will more hours be added to satisfy the coverage requirements?

· Please refer to section B.2 SCHEDULE OF SERVICES & PRICE. This is a 3 FTE requirement – 6 key personnel are required to be credentialed to ensure that the 3 FTE level can always be met in case a physician(s) is ever out and a replacement is needed (vacation, sick, short/no notice departure).

10. Are locums tenens acceptable?

· This is a Full Time Equivalent (FTE) requirement. Locums are not acceptable.

11. Are any of the providers required to travel to other locations? If so, is the travel time billable to the Government?

· The service will work with the Contractor regarding which location physician staff are needed. Travel time is not billable. They will be assigned to one of the sites for three to six months as needed.

12. How many patients are the providers scheduled/required to see each day or week?

· The providers will be covering a panel of up to 1,200 patients. The number of patients seen will vary. There isn’t a required number of patients to be seen.

13. Pricing instructions say to provide a minimum of Six (6) key personnel to be credentialed (3 Family Medicine Physicians and 3 Internal Medicine Physician) but, it also says that Contractor shall provide as a minimum, enough appropriately qualified physicians to be credentialed and privileged that meet or exceed twice the number of Full Time Equivalent Employee (FTEE) required to fulfill contract obligations. Does this mean that the Government is looking for a total of 12 candidates to be submitted with the response (6 Family Medicine and 3 Internal Medicine)?

· No. The requirement is for Six (6) key personnel to be credentialed (3 Family Medicine Physicians and 3 Internal Medicine Physicians).

14. Hours anticipated for each discipline per year is 3,076 hrs. (1,025.33 hrs. per physician), is this calculation correct since the number does not reach the minimum for a FTEE?

· The calculation is correct. Six key personnel are required to be credentialed to ensure that the three FTE level can always be met in case a physician(s) is ever out and a replacement is needed (vacation, sick, short/no notice departure).

15. For D.1 ATTACHMENT 1 – Reference Contract Worksheet, whether the contract was for Board Certified /Board Eligible Family Medicine Physician or Board Certified/Board Eligible Internal Medicine Physician services; or both. Will the Government accept relevant experience (such as Urology Physicians or other specialties) or will the Government accept references for Family Medicine and Internal Medicine only?

· Please refer to D.1 ATTACHMENT 1 – Reference Contract Worksheet for Offeror’s Response to Factor 1 – Experience. The offeror shall provide whether the contract was for Board Certified/Board Eligible Family Medicine Physician or Board Certified/Board Eligible Internal Medicine Physician services; or both.

16. The solicitation is asking for 6 candidates to be submitted to fill 3 positions. Will this be to select 3 from the six or to show depth or are they looking to actually credential all 6?

· Please refer to Section B.2 SCHEDULE OF SERVICE & PRICE. The Contractor shall propose a minimum of six (6) key personnel to be credentialed (3 Family Medicine Physicians and 3 Internal Medicine Physicians). This is to ensure (as stated in the Schedule) enough appropriately qualified physicians credentialed and privileged to provide adequate backup to ensure the required level of services are provided.
