Questions and Answers for Solicitation 36C26223R0066 – Nurse Staffing Services - VALBHS
1) Question: What are the estimated annual hours for each nurse specialty?
Answer: Please reference Section D.2 PRICE WORKSHEET that was attached to the solicitation.
2) Question: How many profiles should be submitted with the proposal broken down by RNs, LPNs, CNAs, and NPs?
Answer: No resumes are required to be submitted. Please reference Section E.2 INSTRUCTIONS
TO OFFERORS—PROPOSAL SUBMISSION.
3) Question: Please confirm physicals will be required after award. Getting a physical averages $110 per person and is not cost effective to pay for on a bid that may not be won.
Answer: No physicals are required with proposal submitted. This is part of the on-boarding process for approved candidates of the awarded contractors only.
4) Question: Our company has good experiences providing staffing services for CNA, LPN, RN and Specialty RN, but we have not staffed Nurse Practitioners before even though we can, if we had the request. Should we still submit a proposal for all the specialties or some of them? Would we be disqualified altogether or could the government award a portion of the contract in the specialties that we have experience in - RN, LPN and CNA?
Answer: Per Section, E.3:
STEP 1: Acceptability of Proposals. The Government will first evaluate proposals to determine the acceptability of each proposal. The Government will evaluate proposals on an “Acceptable/Not Acceptable” basis using the acceptability criteria provided in paragraph 2(a) of Section E.2 Instructions to Offerors – Proposal Submission. An Offeror who fails to meet the acceptability criteria specified therein will be determined to have submitted a proposal that is “Not Acceptable” and will not have its proposal considered further for contract award.
5) Question: Can a small business be a subcontractor to SDVOSB (Prime) and submit the bid?
Answer: Only proposals from SDVOSB’s will be accepted. However, a small business can be included as a sub-contractor to the SDVOSB.
6) Question: Will the government allow a CTA between SDVOSB and a Small Business for bidding?
Answer: Only proposals from SDVOSB’s will be accepted. However, small businesses can be included as a sub-contractor the SDVOSB.
7) Question: Will all hours worked between the 8th and 12th hour per each shift be billable to the OT CLIN? Per CA law there is daily OT and any hours worked over 8 must be paid at 1.5X times.
Answer: No. The non-over time CLIN is for up to 12-hours.
8) Question: What is the lead time that contractors will be given for nurse placements?
Answer: Per Section B.3 PERFORMANCE WORK STATEMENT (PWS):
The Contractor shall provide contract nurse staffing services on an as needed basis to meet VA staffing shortages for varying periods of time, from one day to several months. Services may be requested on short notice. The Contractor is responsible for providing the requested nursing staff per the terms and conditions of this contract within twenty-four (24) hours from the pool of the Contractor’s credentialed nursing staff.
9) Question: How many nurses are we allowed to have credentialed per labor category?
Answer: The credentialing process will be discussed with the awardees at the post-award conference.
10) Question: How many contractors are there currently for this contract?
Answer: There is one incumbent contractor currently providing services.
11) Question: What is the average length of placement for each nurse?
Answer: This varies from a couple of weeks to several months.
12) Question: I did notice the instruction to offerors states "no other format will be accepted". Would it be ok if my EDVOSB JV submits more than just the cover letter?
Answer: Please follow the instructions on Section E.2 INSTRUCTIONS TO OFFERORS—
PROPOSAL SUBMISSION.
13) Question: Is a preexisting FSS/GSA schedule required to submit to this RFP or will we be able to execute business through sam.gov?
