About this file
This document provides clarification to vendor questions regarding solicitation number 36C26223R0053 from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22. The solicitation is for primary care clinic services and primary care mental health integration services to be provided at a Community Based Outpatient Clinic. The VA will provide a tele-dermatology imager co-located at the clinic, while the contractor must provide a licensed social worker for telehealth services. The number of primary care mental health patients that can be billed for is determined by the percentage of enrollees having a vested primary care visit in the last 12 months, rather than being a separate billing line item. Clarification is also provided that telehealth staffing must be provided by the contractor per the RFP, with the exception of the VA-provided tele-dermatology imager.

Vendor’s Questions Second Clarification
4. How is the quantity of PCMH patients determined? Based on average data come approximately 15 to 20% of overall enrollees. Are there PCMH vesting visits?
No
*Follow up: Could the VA please clarify how the quantity of PCMH patients is determined? The answer to question 20 says that “PCHMI is based of 15 to 20% of PMPM,” but this range does not tell how the billable roster for PCMHI will be determined. This information is crucial for offeror to price these services.
The billable roster is based on the number of enrollees that have a vested primary care visit within the last 12 calendar months. PCHMI is part of that number and is billed with the total.
*How will the Primary Care Mental Health billable roster be calculated (CLINS 0002, 1002, 2002, 3002, 4002, 5002, 6002, 7002)? The answer to question 4 in Amendment 2 states “The billable roster is based on the number of enrollees that have a vested primary care visit within the last 12 calendar months. PCHMI is part of that number and is billed with the total.” Please clarify which part of the Primary Care billable roster may also be billed for Primary Care Mental Health.
These should not be separate CLINs the clins should read like this: Primary Care CBOC Services and Primary Care Mental Health Integration Services:(PACT Expanded Team Members for Mental Health). Therefore, PCHMI would not be billed separately. PCHMI is a percentage OF not in addition to.
28. Please list all VA staff that will be onsite at the clinic and the approximate number of days per week they will be there.
FTE: 1.0 to 2.0 (TCT) based on panel size, normal clinic hours
*Based on answers to questions for numbers 23 and 24 we want to confirm that the VA is in fact providing the TCT?
Yes that is correct.
*Who is providing all required TCT staffing? The answer to question 28 Amendment 2 says the VA is providing TCT staffing. However, the RFP released with Amendment 2 states “The following telehealth staffing shall be provided by the Contractor (paragraph 2.8).” Can you please verify who is providing TCT staffing.

#23. If VA is providing a telederm imager, will this VA staff member be co-located in the CBOC with contractor staff?
