Vendor’s Questions

3. Regarding section 2.4.4, Discipline Specific 5: PC-MHI, “A mix of the following disciplines shall be selected to meet the PCMHI FTE ratio performance standard and PCMHI service requirements.” With a clinic of 675-685 Primary Care Patients, the FTE requirements for PCMHI are less than one full-time position. Does the VA have a preference for how the Contractor staffs the PCMHI position? Could the VA clarify if any of the specific disciplines listed under 2.4.4 are required?

It is stated that the only required is the PCHMI and listed are the options of degree.

4. How is the quantity of PCMH patients determined? Based on average data come approximately 15 to 20% of overall enrollees. Are there PCMH vesting visits?

7. Are the on-stage/off-stage design features of the PACT Space Module Design Guide required? If on-stage/off-stage design is not required, will it be evaluated more favorably than a clinic that does not include on-stage/off-stage design?

It is strongly suggested that the design features are followed; however, Contractor’s design of space will be evaluated on how it best supports accessibility and the PACT model of care. For any buildout/construction that might be required to prepare space for performance of this contract

8. Will the VA provide the lab specimen tubes?

Only if there is a specific VA directive that dictates a specific manufacturer or design for a certain type (style of tube, test ect.)

9. Regarding Paragraph 4.8.11.16, would the VA be willing to provide Well Women’s Health Services Supplies, including Thin Prep Pap Test, Pap Smear Collection Kits, Cytobrushes, as well as the IFOBT kits? In our experience, these supplies are difficult for the contractor to procure.

21. What is the minimum billable quantity for primary care and mental health?
