RFQ Questions: 36C26223Q0900: Steam Trap Survey, Testing, Maintenance Services SAVAHCS

1. Is the Job Walk Mandatory? No

2. Do you have any existing inventory information on the existing steam traps. (“The last steam trap survey was conducted in March 2022”) No, this contract is to provide that service.

3. Are there “As-built” drawings for the steam system(s)? No, they are sporadic at best since the facility was built originally in 1928. We have rudimentary drawings available.

4. Will a tax-exempt certification be provided to the awarded contractor? No.

5. CLIN 0002 , 1002 , 2002, 3002, and 4002 mention emergency above and beyond repair.

Paragraph 2.12 describes this work as being handled through change order as discovered and raised to COR. What are we to price for these CLIN line items? This is not a government determination; the offeror provides it with their quote when the repair is found.

6. Can the government define emergency on call? The immediate and needed repair of steam equipment to perform normal function.

a. What is the response time to the facility? Normally it's been 2 hours

7. Can the contractor develop unscheduled repair plan and timeline? Usually, contractors in the past have given us a list of failed components and it is determined by the government which is a priority, and which will be repaired.

8. What is the protocol, if and when, more than 10 traps fail in a year? I.e. 50 traps fail? Contractor is only responsible repair or replacement for the number listed per year per the contract, all others could be repaired in house or by contractor at governments discretion.

9. From our experience, steam traps can be very sporadic, and it is very hard predict failures. We are currently pricing the option years for 10 traps but if there are additional will that be processed as a CO? Offeror provides this price in their bid.

10. Does the government require like kind replacement steam traps? Can we present the best value stream trap that for use? The offeror provides that information to the COR at time of repair.

11. Does the facility have an existing trap database including locations? Would the government like to have a database built as on option cost, if applicable? Documents

(aka survey) will be provided by contractor per this contract during their survey.

No database is needed or required

12. What technology has been used to test the system in the past? Using industry test equipment and normal industry practices when conducting such testing.

13. Can the government confirm that the execution is to be completed in two phases?

a. Phase 1 – Steam Trap survey (using industry mandated test equipment)

b. Steam trap data base can be developed from this visit.

c. Phase 2 – Replacement and testing of steam traps The first year of service shall be completed in two phases, in the past contractors have conducted a survey of condition and operability then generated documents/ list to the government, out of the survey list received, the government decided which failed steam traps by priority need to be changed. The contractor would come back out a few weeks to a month later (phase 2) to conduct the work after it has was scheduled and coordinated with COR and stakeholders.

14. Can the contract be setup as a 2 in 1 so we can invoice based on two execution scopes? If the contractor completes phase, they may invoice only after work is completed, and COR approves.

15. From the site visit, there were some irregularities on the installed system, like 2 traps in-line versus parallel. This type of install increases the chance of failure.

a. Does the government request recommendations to improve the system? Contractors in the past have provided information to improve system, but they have received no guarantee their recommendations will be executed or implemented.
