About this file

This document contains questions and answers regarding a solicitation for valet parking services at the VA Long Beach Healthcare System. The incumbent contractor is VetPride Services Inc. under the current contract which expires in January 2021. The solicitation will require valet parking and vehicle retrieval services between 6:00 AM to 12:30 AM daily to support regular and emergency department operations. On average 100 vehicles are parked daily but this may increase. Staffing will begin with two attendants for evening emergency department hours but may adjust based on vehicle volume. Keys will remain with the contractor until end of daily operations for quick vehicle retrieval. Historically 40-50 key sets were collected daily but veterans now often retain keys. The single award firm-fixed price contract will be issued by the VA Network Contracting Office and is for a base year plus four option years.

The pre-solicitation notice provides planning details for an impending solicitation for these valet parking services to be issued on or around November 30, 2020 under NAICS 812930 and PSCode M1LZ. Services will be required at the VA Long Beach Healthcare System located at 5901 East 7th Street, Long Beach, CA. No questions will be addressed until the solicitation release.

The purpose of this modification is to post answers to questions about the solicitation which were submitted by contractors.

Please see pages 2-3 and the attachment for details.

Questions/Answers to Solicitation 36C26221R0012 Valet Parking Services for the VA Long Beach Healthcare System

1. Question – Please provide the current contract number, the name of the incumbent, the amount of the previous award, and any challenges with the current vendor and/or site conditions.

Answer – The current contract number is 36C26218C0007, the incumbent is VetPride Services Inc., and the annual amount for the contract is $389,700.00 ($32,475.00 per month).

2. Question – Are there hours of operation for the electric vehicles indicated in section 11.1 of the Statement of Work?

Answer – The use of the electric vehicles would be to offset any wait time for Veteran vehicle retrieval as the front entrance can get busy with the number of shuttles that flow through the hospital throughout the day. We would like them to be available for use to get the Veterans back to their vehicle on a as needed basis with the schedule being in line with the normal patient hours 6am-7:30pm.

3. Question – Are historical daily vehicle counts and current staffing levels available for the regular service period from 6:00 AM to 12:30 AM referred to in section 14.1.1 of the Statement of Work?

Answer – Previous schedule did not go until 12:30AM. The current vendor only tracks cars parked per day which has averaged approximately 100. We have extended due to the increase the facility has seen with the Emergency Department.

4. Question – For the hours which are reserved in support of the Emergency Department, from 6:00 PM and 12:30 AM, is one attendant sufficient during these hours and is the scope of this position solely valet parking or will it include any other support service role?

Answer – The role would be solely to park cars. It is anticipated that the flow for the Emergency Department will continue to increase as the pandemic continues. We would like to start with at least 2 personnel, and if it is recommended by the Vendor due to the flow of cars, then we could evaluate allowing going down to 1.

5. Question – Section 14.1.3 indicates that keys shall be turned over to the Administrative Office of the Day at 7:00pm. However, sections 14.1.1 & 14.1.2 indicate that services won’t end until 12:30am. If any cars are parked after 7:00pm, are they to be taken directly to the Administrative Officer of the Day? If someone wants their vehicle back after 7:00pm, do they go to the Administrative Officer of the Day or does the valet have to go back to the Administrative Officer to retrieve the keys?

Answer – Previous vendors schedule did not extend past the 7:00pm. Due to the extension of the schedule. The keys will stay with the vendor to allow quick return of the vehicle. In the event the daily schedule is over, the keys will be turned over to the Administrative Officer of the Day for the Veteran to retrieve if for some reason cars are still parked in the lot after service hours.

6. Question – Section 15.2 mentions individually sealing each set of keys after hours in Contractor provide envelopes. How many sets of keys per day on average are being turned in both during the pandemic and before the pandemic?

Answer – In the pandemic, Veterans have opted to keep their keys in their possession which the Facility has obliged. Pre-pandemic, it would range from 40-50 set of keys being turned over a day.

7. Question – Can you provide a map showing where the Valet Parking Lot is, where the valet parking drop-off area is, and where the main entrance is?

Answer – (VALB Parking Lot A) See email attachment

1. Question – How many staff/attendant shifts does the current valet operation assign on a daily basis?

Answer – It varies, but typically 3-4 personnel per shift including a supervisor with more on higher volume days, typically Tues and Thursdays.

1. Question – Please provide the last 3 invoices of the current contract.

Answer – Invoices will not be provided. Please see the answer to Question #1 for contract value. The current year monthly pricing is $32, 475.00.
