The contractor is expected to pass an initial inspection and become fully-operational by contract start date which is to be determined after award. The contractor shall have in place and available the necessary staff to provide the full range required by this contract by contract award date.

Response to Questions

1. The RFP document stipulates: Government furnished property will not be provided to the Contractor other than the temporary housing facility, dumpster and utilities including water, electricity and sewage. For prospective Offeror financial/operational cost planning purposes, will a "Bid-walk” be performed prior to the closing date of this RFP (December 23, 2019), to allow the prospective VOSB Offeror’s the ability to physically view the Government provided Temporary Housing units, that will be utilized for the performance of this impending contract? More importantly, a Bid-walk of the proposed Temporary Housing Facility site(s), will allow the prospective VOSB offeror the ability to accurately measure the square footage/layout of the actual building space(s) that is being provided by the Gov’t for the proposed Requirement; which in turn is a key essential aspect of the Budgetary planning for the REQUIRED services: Janitorial, Laundry, Food Service, Medication storage, Dining, and housing provisions for the homeless Veteran.

A bid/walk will not be provided prior to the closing date of the solicitation. Instead, the build/design layout is added to the solicitation and attached to this amendment as an attachment in Section D.

2. Can you please provide more detailed information regarding the process of “how" the selected VOSB Offeror will be allowed to take possession of the “proposed” Temporary Housing Facility sites, to allow for the preparation of passing the initial inspection and become fully operational by March 1, 2020? What will the inspection process of the proposed Temporary Housing units entail for the selected VOSB Offeror?

The proposed start date is “To Be Determined After Award”. How the awardee will take possession of the Temporary Residential facility will be discussed at the post award conference.

3. Can you please describe a situation, where the prospective VOSB Offeror would be paid the guaranteed minimum of $5000.00? If this clause is exercised by the contractor, is the contact Minimum of $5000.00 paid at a daily rate, monthly or yearly rate? Does the Contract minimum have a Cap for utiliage and do the funds for this provision exhaust after a certain amount of usage?

Per section B.4, SCHEDULE OF SERVICES AND PRICE, the contract minimum of $5,000 is for the “Total Contract” minimum. The maximum amount of orders that may be written against this contract is $30,000,000.00. No more than $5,000 is guaranteed under this entire contract.

4. The documents say that it’s for a veteran owned small business, what about a non – profit operated by a veteran Executive Director?

The solicitation is 100% set aside for a Veteran Owned Small Business. The VOSB must be registered in the Veteran Information Pages (VIP) found at https://www.vip.vetbiz.va.gov/ to be eligible for award.

5. Will staff have to follow up with clients after they have exited the program at 30, 60, 90-day increments?

Staff will not need to follow up with clients after they exit the program.

6. Will census affect funds set aside for salaries?

The Government will only pay a per day rate per Veteran to the contractor. There is no guarantee that beds will be filled to 100% capacity.

7. Is the format for the solicitation says email, but is it a full proposal or a short summary?

Please reference section E.2 and E.3 for proposal submission requirements. Per section E.2 Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items, Section 1(b), Offerors’ proposals are to be submitted via email to Tashodra Rogers at Tashodra.Rogers@va.gov no later than December 23, 2019 by 3:00 pm Pacific Standard Time (PST). Individual emails shall not exceed five (5) megabytes. If separate documents are sent, please be sure to label each document/file with a corresponding number.
