RFI Questions and Answers #1-11

1. Many of the doors noted on the Attachment 1 Correction List have a “Recommended Action” stating “Obtain test result that door and frame are XX-minute rated – replace if necessary”.

Does the VA have a testing agency, or the qualifications required for the testing agency that would be approved to perform this testing? At the bottom of page five (5) and top of page six

(6) of the solicitation under Objectives, number 6, it states, “Contractor to troubleshoot mixing valves not functioning properly and if need be replace with the identified Watts LF USG-B-M2 mixing valve, connecting lines and angle stops”. There is no separate item number for us to put pricing for the replacement mixing valve or the labor required. If a mixing valve does need to be procured and installed will this be done through a modification?

GOVERNMENT RESPONSE: Please Revised Price Schedule and Revised Statement of Work for replacement quantity requirements.

2. If the replacement of a mixing valve and required labor will not be handled through a modification is there any historical data on how many we can expect to replaced annually so that we can account for these costs in our pricing?

GOVERNMENT RESPONSE: Please Revised Price Schedule and Revised Statement of Work for replacement quantity requirements. Please submit pricing along with price quotation on the attached Revised Price Schedule.

3. Are there any restrictions/preferences as to the days of the week or hours of the day the inspections/maintenance should be performed?

GOVERNMENT RESPONSE: The inspections can be during normal business hours. The only restrictions are patient care areas potentially that will need to be addressed on a case by case basis. These should be quick changeouts if necessary.

4. Please confirm only C-36 licensed prime can pursue this project, (Sol No: 36C26220Q0014)?

Can General B Licensed contractor pursue as well

GOVERNMENT RESPONSE: The C-36 can be from a subcontractor of the prime. The requirement is that the proposed awardee provide a C-36 Master Plumber C36 – License which can be from the offeror or its subcontractor.

5. What type of valve does hospital require, Brass or Stainless Steel?

GOVERNMENT RESPONSE: The facility requires bronze. The body is bronze as stated in the specification sheet attached with the solicitation.

6. Was there a previous contract if so who was the incumbent?

GOVERNMENT RESPONSE: No, there was no previously awarded contract.

7. In the event that a water shut off is required, who is responsible for physically shutting the water off, facilities or contractor?

GOVERNMENT RESPONSE: The angle stop is the responsibility of the contractor, prior to the angle stop is the responsibility of the government facility.

8. Who would be responsible for replacement / repair of the angle stop valve(s) in the event the valve is broken during water shutoff (tagout)?

GOVERNMENT RESPONSE: The contractor would be responsible for replacement/repair of the angle stop valve in the event the valve is broken during water shutoff.

9. Is the water in the hospital hard or soft?

GOVERNMENT RESPONSE: The water is city water with the exception of specialized areas.

The city water is considered hard but the facility has treated areas that produce soft water.

10. What are the hours we are able to work on the mixing valves, day or night time hours?

GOVERNMENT RESPONSE: The contractor is able to work both day and night hours.

11. Is there a list or map available where the mixing valves are located?

GOVERNMENT RESPONSE: The contractor awardee will be provided an inventory map of the mixing valve locations in order to begin maintenance services.
