c. Section E.1, para b(10 is amended to delete the word “recent.”

2. The following are the answers to the questions received in response to the solicitation.

Q1. Are all key personnel required to work on-site? If not, can you provide the list of personnel who are required to work-on site?

Answer to Q1. Personnel will be required to work on site, however, some work may be performed remotely by staff. This will vary as the situation dictates.

Q2. Will office/workspace be provided to the contractor’s on-site team?

Answer to Q2. Yes.

Q3. On the price sheet, several labor categories are highlighted in blue. Can you explain the difference in these and other labor categories?

Answer to Q3. Please disregard these blue highlights.

Q4. The solicitation states that submitted Past Performance should be “recent”. Can you qualify this, giving a timeframe for “recent” past performance?

Answer to Q4. Please reference section E.2 Addendum to FAR 52.212-1, Instructions to Offerors, para 2c, Factor 3-Past Performance. There is no timeframe prescribed.

Q5. If a contractor does not have NAICS 531390 “Other Activities Related to Real Estate”, does this disqualify them from bidding on this work?

Answer to Q5. The NAICS code established for this procurement serves the purpose of establishing the size limits for businesses to be considered to be “small” for this procurement and to be eligible to participate in this procurement. As long as your business is at or below the size limits for NAICS 531390, and otherwise meets the requirements for this SDVOSB set-aside, it is eligible to submit a proposal for this procurement.

Q6. Due to the diverse functional areas across the required tasks, would the government consider a multiple award IDIQ (multiple award to multiple contractors) for this work?

Answer to Q6. No. The Contracting Officer has determined that per FAR 16.504(c)(1)(ii)(B)(4), the projected orders of the IDIQ are so integrally related that only a single contractor can reasonably perform the work.

Q7. What is the projected award date?

Answer to Q7. On or about September 10, 2019 Q8. When does the projected contract start?

Answer to Q8. September 21, 2019 Q9. Are there any requirements for page limit, spacing, and margins for this submission? If so, what are the requirements and are cover letters/title pages include in the page max count?

Answer to Q9. Cover letters are optional. All other page limitations are included in the Instructions to Offerors or in this amendment.

Q10. Are there any specific requirements for font size, style, or types for this submission? If so, what are the requirements?

Answer to Q10. No.

Q11. Is there an incumbent for this contract? If so, who is the incumbent and what is the total value of this current contract?

Answer to Q11. This is a new requirement. However, there is an incumbent providing similar services: Concourse Federal Group under contract VA262-16-D-0203.

Q12. RFP Pages 16-18 of 77 Section E.2, paragraph 2.c – Please provide years of experience, education levels, and certifications/licenses for those key personnel position descriptions for which these items are not already listed.

Answer to Q12. Please see updated paragraph 6 to the statement of work above.

Q13. RFP Page 54 of 77 Section E.2, paragraph 1.b – Would VA consider extending the due date for this solicitation, given the size and scope of this 10-year contract and the requirement for numerous specialized personnel?

Answer to Q13. No. Due to the expiration of the current contract, services are required by September 21, 2019.

Q14. RFP Page 55 of 77 Section E.2, paragraph 2.a and the Price Worksheet (Excel) – Please clarify the differences between the Key Personnel listed in the RFP and the Labor Categories highlighted in blue in the Excel, as they appear to differ. Which personnel are Key Personnel and are these the only resumes we are required to submit?

Answer to Q14. Please disregard the blue highlights in the attached excel. The schedule of services and price and the attached excel spreadsheet identify all key personnel required for contract performance. Additionally, a selected few have been identified as requiring resume review in response to Factor 1 – Key Personnel. Resumes for only those positions identified in Section E.2 para 2a are required to be submitted in response to Factor 1.

Q15. RFP Page 55 of 77 Section E.2, paragraph 2.a – Is there a page limit on the resumes?

Answer to Q15. No.

Q16. RFP Page 55 of 77 Section E.2, paragraph 2.a – On what basis will key personnel be evaluated?

Answer to Q16. Section E.3. lists the criteria against which proposals will be evaluated. For the Key Personnel factor, the qualifications of the offeror’s proposed key personnel will be evaluated for only the listed key personnel. To assist in that evaluation, Section E.2 of the solicitation instructs offerors to submit resumes for the listed key personnel that describe the knowledge, education, and experience for each person proposed.

Q17. RFP Page 55 of 77 Section E.2, paragraph 2.b – Would VA consider increasing the page limit to 10 pages to allow firms to fully detail their technical experience undertaking tasks described in this complex scope?

Answer to Q17. The Government has amended Factor 2 to allow for up to 10 pages for the response.

Q18. RFP Page 55 of 77 Section E.2, paragraph 2.b – Could VA please elaborate on the evaluation factors as to how strategic planning experience will be evaluated?

Answer to Q18. The Government will review the narrative each offeror submits and will use this information to assess the offeror’s experience providing Strategic Planning services. Please submit your factor responses in accordance with section E.2 Addendum to 52.212-1 Instructions to Offerors.

Q19. RFP Page 55 of 77 Section E.2, paragraph 2.c – Would VA consider increasing the number of required past performance references to allow Offerors to fully demonstrate their experience and expertise across all the scope areas?

Answer to Q19. The solicitation does not establish either a minimum or maximum number of past performance references that the Government may consider when evaluating the Past Performance factor. To assist the Government in evaluating this factor, Section E.2 instructs offerors to provide up to two references (see amended section E.2, para 2 above). Offerors without relevant past performance or for whom information is not available will not be evaluated favorably OR unfavorably on past performance.

Q20. RFP Page 55 of 77 Section E.2, paragraph 2.c – Please confirm that all references need to be for the Prime Contractor.

Answer to Q20. No. In accordance with FAR 15.305, the Government will consider Past Performance references for proposed subcontractors that will perform major or critical aspects of the requirement.
