Q & A for RFP: 36C26219R0070

Q1: Is this a new contract, or a re-compete of an existing contract?

Answer (A) 1: This is a re-compete of an existing contract.

Q2: If this is a re-compete of an existing contract, who is the incumbent Contractor or vendor and what is the contract number? Award amount? The end date of existing contract?

A2: Incumbent Contractor – The Severon Group, LLC

Incumbent Contract Number: 36C26219P0801

Period of Performance end date: 06/30/2019

Q3: Is the Government’s intention to award a Firm Fixed Price contract or a Labor Hour contract?

A3: The Government is intended to award a Firm Fixed Price contract.

Q4: On page 30, the Nondisplacement of Qualified Workers clause is checked. If the Government intends to retain Qualified Workers, can you please release the date of hire and job title for each Qualified

Worker, as hire date has an impact on cost?

A4: The FAR Clause 52.222-17, “Nondisplacement of Qualified Workers”, is included in this solicitation.

Specific information on incumbent contractor staff shall be made available to the awardee only. The current contractor has been providing services since October 2017.

Q5: Wage Determination - While we see the supply tech on the WD, we don’t see that there is mapping for the warehouse handler. Will the government provide the SCA code currently being used for the warehouse handler or the SCA code that you expect the contractor to utilize.

A5: Offerors should read the SOW and make that determination. Any questions should be directed to the

Department of Labor or your legal adviser.

Q6: Does this solicitation fall under the provisions of Executive Orders (EO) 13658 and 13706?

A6: Yes. FAR Clause 52.212-5 at paragraphs (c)(8) 52.222-55, Minimum Wages Under Executive Order

13658 (DEC 2015) and (c)(9) 52.222-62, Paid Sick Leave Under Executive Order 13706 (JAN 2017)

(E.O. 13706) apply to this solicitation. Any questions should be directed to the Department of Labor or your legal adviser.

Q7: Could you provide insight as to why the government is procuring the services for only 3 months with a 3-month option.

A7: The purpose of this contract is to obtain private-sector temporary services to address current VA staffing shortfalls. It is the Government’s intent to hire for these positions. Therefore, the Government will only enter into short term contracts for these services.

Q8: Does the government intent to procure the services for another 6 months POP after September or will you issue a base + 4 contract?

A8: The purpose of this contract is to obtain private-sector temporary services to address current VA staffing shortfalls. It is the Government’s intent to hire for these positions. Therefore, the Government will only enter into short term contracts for these services.

Q9: Given that the requirement is due on the May 16th and the awardee will still need to credential, onboard, and hire all necessary personnel, when does the government anticipate issuing an award?

A9: The anticipated start date of the new contract is June 30, 2019. The contractor shall obtain non-PIV badges for their employees within 30 days from date the contract is fully executed. Additional time may be granted if the delay is caused by the Government.

Q10: The schedule B and section 3.0 of the SOW both reflect that the material handler will work the 1st shift while the Supply Technicians will work the 2nd and 3rd shifts however, Sections 1.1.c and 1.2.c of the

SOW state the opposite. Can the government confirm which shifts will be covered by which labor categories.

A10: The labor category title of Sections 1.1 and 1.2, and Section 1.1.c and 1.2.c of the SOW have been updated. Please see updated SOW. The schedule B and section 3.0 of SOW remain unchanged.

Q11: Are the hours listed on Schedule B per person or total?

A11: The hours on schedule B is listed for the total of the job category and shift.

Q12. Because of possible access to or interaction with patients, medical supply Information Systems (IS) and/or Personally Identifying Information (PII) of patients during the performance of work, does the

Government want workers on this contract restricted to American citizens only? Please advise.

A12: The Temporary Staffs do not have access to or interaction with patients, medical supply Information

Systems (IS) and/or Personally Identifying Information (PII) of patients during the performance of work.

Contractor’s employees need to be able to legally work in the U.S. The contractor’s employees are required to have to get a fingerprint completed and receive a favorable National Criminal History Check

Q13. I was looking over the pricing schedule and saw that there are 1,376.00 hours for Clin 0001 and the period of performance is for 3 full months however the option period says that it is from 10/1/2019 through 12/1/2019 which would only be 2 full months yet it has the same amount of hours; 1376 hours and likewise for subsequent CLINs. Is the option period supposed to go through December 31st? Are the hours correct?

A13: The period of performance for Option Period is through 12/31/2019. The Option Period of

Performance date on the Section B.2 SCHEDULE OF SERVICES AND PRICE has been revised to

“Option: Period of Performance: October 1, 2019 through December 31, 2019”. The hours on the Section

B.2 are correct.
