Questions and Answers
1. QUESTION: In the Q&A’s released yesterday, it was clarified that one contractor could be awarded both 40-bed contracts. With this being said, if an organization were to apply for the full 80-beds would one or two applications be required?
ANSWER: If a company is to bid for both 40 bed locations, please provide one proposal for each proposed 40 bed location. As stated in Page 1 of the Combined Synopsis
Solicitation, please state the address of each proposed location.
2. QUESTION: Personnel. Can a Licensed RN w/ MH specialty be used in replacement of the required Licensed Clinical Supervisor position?
ANSWER: No, per section 6.1.2 “The Clinical Supervisor shall be licensed by the state of California as a Licensed Clinical Social Worker, Licensed Marriage & Family
Therapist, Psychologist, or Licensed Professional Clinical Counselor, and have at least one-year of experience as a clinical supervisor of a residential homeless facility.”
3. QUESTION: 6.1.10 Contractor shall have General Liability insurance coverage of
$5MIL to $10MIL to cover employee malfeasance, these dollar amounts seem quite exorbitant compared to other HCHV requirements that ask for $1MIL coverage.
ANSWER: Amount has been revised to $1,000,000.00. please see updated section.
