Questions and Answers
36C26219Q0052 – Low Demand Safe Haven
1. QUESTION: on page 1, third paragraph under Description states the NOFA (Notice of
Funding Availability): The associated North American Industrial Classification System
(NAICS) code for this procurement is 624229 – Other Community Housing Services, with a small business size standard of $15 Million. Does this mean that this NOFA is restricted only to Veteran Owned Small Businesses? If not, are there any limitations on who can respond to this NOFA?
ANSWER: There are no restrictions. This is a Full and Open Competition Combined
Synopsis Solicitation.
2. QUESTION: Is this a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
ANSWER: This is a new requirement.
3. QUESTION: Is the solicitation restricted to small business or can non-profit organizations submit an application for this solicitation?
ANSWER: This is a Full and Open Competition requirement.
4. QUESTION: Can one agency be awarded the entire contract (i.e. to manage 40 beds in one facility and another 40 beds in another facility?
ANSWER: Yes
5. QUESTION: Can the proposed facility be located outside of Los Angeles County?
ANSWER: Yes, VAGLAHS requires that the facilities be located with in the VAGLA
Health Care system area. This area covers the following counties: San Luis Obispo, Santa
Barbara, Ventura, Kern, Los Angeles County (except parts of Eastern L.A. County areas which are served by VA Loma Linda and VA Long Beach). Also, please see Attachment
L and M for Area Maps.
6. QUESTION: On page 44 of 57 in the RFP, the RFP asks applicants to describe
Qualification of Personnel Performing on the Contract. In previous Department of
Veterans Affairs’ applications, the applications request description on agency’s experience and similar contracts? Does the Low Demand Safe Haven Application require applicants to describe agency’s experience and similar contracts?
ANSWER: The description of applicant’s/proposing contractor’s experience in performing similar contracts is not a requirement for this solicitation.
7. QUESTION: Place of Performance. The RFP document does not clearly specify/outline the geographic catchment area for this Requirement, what exactly is the catchment area for this requirement? How many miles from the GLA VAMC does the proposed contractor facility have to be?
ANSWER: Please see answer provided in Number 5.
8. QUESTION: Schedule of services and Price. The Maximum aggregate value of the orders placed under this contract is $18MIL, does this mean that the Maximum aggregate value for orders is $9MIL per Contractor x (2) = $18MIL over a Five (5) year period?
ANSWER: The total ceiling is set to $18 million. The above breakdown per location does not apply.
9. QUESTION: Do you have any historical data of the current average daily Per Diem rate for this type of requirement?
ANSWER: No.
10. QUESTION: Is this requirement scheduled to commence in Q1 of Fiscal year 2020.
ANSWER: Commencement of requirement will be determined upon award.
11. QUESTION: How soon after the RFP closes, will the contract award be made?
ANSWER: To be determined.
12. QUESTION: Is this a mixed population requirement? If so, how many beds out of the forty (40) Safe Haven Beds will be set-aside for Female Veterans?
ANSWER: Per Section 5.1.6 – Men and Women shall have separate bathroom facilities and have separate room or sections that are securely segregated or restricted from men to ensure safety and privacy. The number of male and female beds are not specified but the proposing facility shall be able to accommodate both populations.
13. QUESTION: FAR 52.216-19 Order Limitations (OCT 1995). (a) Minimum Order.
When the Gov’t requires supplies or services covered by this contract in an amount of less than $100,000.00, the Gov’t is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contact. The dollar amount listed in FAR 52.216-19 of $100,000.00 USD conflicts with the dollar amount of $5,000.00
USD listed under the Schedule of Services and Price section of the RFP. Is $100,000.00
USD the actual minimum dollar amount for a single order under this IDIQ contract?
ANSWER: The amount has been revised to $5,000.00. Please see attached updated
Combined Synopsis Solicitation – update highlighted in yellow.
14. QUESTION: Why isn’t the prospective Contractor allowed to email rather than mail the
RFP quote document to NCO22 office?
ANSWER: Agency Requirement.
