36C26219R0002 Amendment 0002
Q & A for RFP: 36C26219R0002
Q1: Is this a new contract, or a re-compete of an existing contract?
Answer (A) 1: This is a re-compete of an existing contract.
Q2: If this is a re-compete of an existing contract, who is the incumbent Contractor or vendor and what is the contract number? Award amount?
A2: Incumbent Contractor – The Severon Group, LLC
Incumbent Contract Number: 36C26218P8458
Q3: If this is a re-compete of an existing contract, how many incumbent drivers will be retained under the new contract and transitioned to employment under the winning bidder (if any)?
A3: The FAR Clause 52.222-17, “Nondisplacement of Qualified Workers” is added to the solicitation pursuant to this amendment.
Q4: If incumbent drivers will be retained, can you list the date of hire or number of years of service for each one so that bidders can accurately calculate the cost of their fringe benefits, which increase with time accrued on the job?
A4: The FAR Clause 52.222-17, “Nondisplacement of Qualified Workers”, is added to the solicitation pursuant to this amendment. Specific information on incumbent contractor staff shall be made available to the awardee only. The current contractor has been providing services since September 2017.
Q5: Please clarify which type of Class C license is required. Page 7 of the RFP states the requirement is for "motor vehicle operators (truck driver, Class C) with valid Class C Driver's license issued by one of the fifty States." Page 9 of the RFP simply states "Class C" but does not specify "truck driver." Using
California as an example, some states have two different "Class C" licenses. Because page 7 identifies the vehicles to be operated as vans, are standard Class C non-commercial, non-truck licenses sufficient for performance of this contract?
A5: No commercial license is required.
Page 7 of the solicitation and Paragraph 4 of the Statement of Work (SOW) are updated to read, “Contract
Staffing: four (4) motor vehicle operators (van driver, Class C, non-commercial) with valid Class C (non-commercial) Driver’s license issued by one of the fifty (50) States of the United States of America with no restrictions, Monday through Friday except holidays.”
Page 9 of the solicitation and Paragraph 7 of the SOW are updated to read, “In addition to having a valid
Class C (non-commercial) license with no restrictions, drivers must have been cleared through HR non-
PIV process prior to performing driving services under this contract. However, these individuals are not providing direct patient care and will have no access to patient information.”
Q6: Page 9 of the RFP states the Contractor must be able to "commence work on contract effective day, to include having been cleared for non-PIV security badges." Is contract award date the same date as the contract effective day?
A6: Page 9 of the solicitation and Paragraph 9 of the SOW are updated to read, “The contractor shall obtain non-PIV badges for drivers within 30 days from date the contract is fully executed. Additional time may be granted if the delay is caused by the Government.”
Q7: Page 9 of the RFP states the Contractor must be able to "commence work on contract effective day, to include having been cleared for non-PIV security badges," but it also states "drivers must have been cleared through HR PIV process prior to performing driving services." Does this mean drivers can report to the workplace as soon as they have non-PIV badges in hand, but cannot drive until after they have PIV badges?
A7: Only non-PIV badges are required for this contract. Page 9 of the solicitation and Paragraph 9 of the
SOW are updated to read, “The contractor shall obtain non-PIV badges for drivers within 30 days from date the contract is fully executed. Additional time may be granted if the delay is caused by the
Government.”
Q8: If a worker's fingerprints require adjudication, is there a standard duration for adjudication, and if yes, what is that duration?
A8: This information is not available.
Q9--If all drivers must already have their PIV badges on the contract award date and/or on the contract effective date, and if prerequisite fingerprints for these badges can only be processed by the VAGLAHS Security office after the assignment of contract-specific SON and SOI numbers, how did the Government determine that this RFP does not unfairly restrict competition to only those Contractors who currently have existing contracts (and already know the existing SON and SOI numbers to use as a prerequisite to obtaining PIV badges) with VAGLAHS to perform Motor Vehicle Operation services? As a corollary question, can the RFP be revised to require PIV badges to be in place before operation of motor vehicles (but not in place on the contract award date and/or contract effective date), which can increase bid competition?
A9: Page 9 of the solicitation and Paragraph 9 of the SOW are updated to read, “The contractor shall obtain non-PIV badges for drivers within 30 days from date the contract is fully executed. Additional time may be granted if the delay is caused by the Government.”
Q10: Does the Government intend this to be a non-personal services contract?
A10: These services are Non-Personal Services.
Q11: Which level security is required for the motor vehicle operators; low, moderate or high risk?
A11: This section (page 10 of the solicitation, Paragraph 13 “Security Background Checks” of the
SOW) has been removed from the solicitation as only non-PIV badges are required. Drivers will only have to get a fingerprint done and receive a favorable National Criminal History Check (NCHC).
Q12: With the contract performance start date of 1 Dec, will the VA allow a later start date if the security clearances are not completed by 1 Dec?
A12: Drivers will only have to get a fingerprint done and receive a favorable National Criminal History
Check (NCHC). Page 9 of the solicitation and Paragraph 9 of the SOW are updated to read, “The contractor shall obtain non-PIV badges for drivers within 30 days from date the contract is fully executed. Additional time may be granted if the delay is caused by the Government.”
Q13: Sprinter vans- what will be the size of the product? Is there a certain space requirement needed? Do we have the dimensions and piece count per location? (we typically run 48-53 ft semi-trucks but have sprinter capacity.) If they have docks we can use our own semis to pick up and deliver. Another option we have is to drop the trailers there overnight and return and collect them in the morning. If it’s a very small amount of space, then we will pursue the sprinter van option.
A13: This is staffing contract. The contractor is not required to provide vehicles. The Government shall provide vans for the drivers.
Q14: Loading/unloading capabilities- I noticed the pickup stated there was a “dock” but do the drop off facilities have docks to unload?
A14: The solicitation identifies the dock at VAGLAHS as the loading and unloading site. However, the equipment to be transported does not require a dock.
Q15: Scope: essentially, we need 4 carrier to run Monday through Friday. Does each location only get one delivery and one pickup per day? I asked because I can possibly get a driver to make all 3 deliveries
(if geographically possible in accordance to the time frame) then schedule a 1 driver to pick up from all 3 places and deliver. If not, how many deliveries and pickups are needed from each location? I’m assuming this is 2 carriers per shift? Or will it be 4 carriers per shift to pick up early in the morning, and deliver the supplies to the locations, then return after hours to pick up the used supplies and re-deliver them to the location. There is a total of 3 delivery locations that will need to be supplied, and picked up daily.
A15: This is staffing contract. The contractor is not required to provide vehicles. The Government shall provide vans for the drivers and dictate the runs for each day.
Q16: I am wondering my company can serve this contract under Small business set aside? I know it is listed under Service-Disabled Veteran-Owned Small Business, and I was hoping we can still submit a proposal.
A16: As this solicitation is set aside for Service-Disabled Veteran-Owned Small Business, no other categories of small business shall be considered for award.
Q17: Wage Determination - How does the VA define or categorize the vans that the Motor Vehicle
Operators will be driving? Light, Medium, or Heavy vehicles?
A17: Offerors should read the updated SOW and make that determination. Any questions should be directed to the Department of Labor or your legal adviser.
Q18: Background investigations - what is the average time that it takes to get a background investigation completed? For the Motor Vehicle Operators, what level of background investigation is required? How does the VA want to handle the cost of the background investigation?
A18: Per Paragraph 13 of the updated SOW, Drivers are required to have to get a fingerprint completed and receive a favorable National Criminal History Check (NCHC).
Q19: Are green card holders eligible to fill these positions, or only American citizens? (Green card holders require fingerprint card adjudication, which in turn affects timeline.)
A19: Contractor’s employees need to be able to legally work in the U.S. and have a Class C driver’s license issued by any fifty (50) State of the U.S.
The contractor shall obtain non-PIV badges for drivers within 30 days from date the contract is fully executed. Additional time may be granted if the delay is caused by the Government.
Q20: Is there a current contract for this service? If there is a contract in place, who is the current incumbent how much was the award amount? Are there any changes to the scope of work for this solicitation from the current contract?
A20: Incumbent Contractor – The Severon Group, LLC
Incumbent Contract Number: 36C26218P8458
Please see the revised Statement of Work (SOW) attached to this amendment for required services.
Q21: The solicitation states that this will be an IDIQ. Does this mean that there will be days where no work will be required?
A21: Typically, the contractor shall provide services Monday through Friday except National Holidays as stated in SOW. However, only the minimum amount identified in the Schedule of Services and price is guaranteed.
Q22: What type of vehicles are being used for the service?
A22: The Government owned/leased vans as stated in SOW.
Q23: Is the basis of evaluation of bids Best Value or LPTA?
A23: The basis of evaluation is Price only with Special Standard of Responsibility as stated in the solicitation, 52.212-2.
