1. The purpose of this amendment is to provide Government responses to various contractor request for information (RFI) and questions. See pages 3 – 12
2. Any RFI’s or questions not addressed indicates that the Government has no additional information to provide to those RFI’s or questions.
3. This amendment also replaces the original statement of work with the attached performance work statement (PWS). See pages 13 - 17
4. Additional drawings are provided here for the Rio Mission Valley call center, Chula Vista Clinic, and San Diego Compensation and Pension.
5. As of the issuance of this Amendment A00005, the Government will not be responding to any further RFI’s or questions.
6. The due date for proposal submission is extended to December 27, 2018, 2:30p.m.(PST).
7. There are no other changes to the solicitation as a result of this amendment.
1. Does the VA have a preference or any limitations on the internet service provider? Like or instance Cox and AT&T only service certain areas in the San Diego area. Because there are multiple VA locations across SD, we may have to utilize multiple providers.
Government Response: There are no restrictions as to what provider(s) are used for guest wifi.
2. We generally need to establish understanding about limitations of support: Can ANY customer issue be a reason or a trigger for onsite visit, or are those limited to equipment support only?
Government Response: The contractor will be responsible for full functionality of the guest wifi system and will need to provide whatever support is required to keep the system up and running.
3. Related to the statement in Section 3.2 Security, subsection G: "All Customer Service and user assistance shall be considered as part of the monthly internet subscription service and shall be provided at no extra charge" - is there an "expected" monthly volume of support calls we would handle?
Government Response: The contractor will be responsible for full functionality of the guest wifi system and will need to provide whatever support is required to keep the system up and running.
4. Related to the statement in Section 3.4 Maintenance and support, subsection E: "The Contractor shall provide on-site support when required"- does that include end user connectivity troubleshooting, or Wi-fi infrastructure support only?
Government Response: The contractor will be responsible for full functionality of the guest wifi system and will need to provide whatever support is required to keep the system up and running.
5. Have closets been identified for use as MDF/IDF locations that are not being used by VA/Government equipment? It is stated in the RFP that our equipment cannot be located in the same closet.
Government Response: The restriction is regarding guest wifi equipment being collocated with VA IT equipment, not VA equipment in general. VHA/Engineering will identify available spaces.
6. Are those locations secure? If not we have to supply locked cabinets?
Government Response: The CBOCs in general are secure during non-business hours. Contractor shall supply their own cabinets as needed.
7. Are patch cords needed for the switch side or will they be provided by customer. If Granite to supply what color?
Government Response: The contractor is to provide a full solution with nothing provided by the customer. Color preference is anything except gray, blue, white, or green.
8. Do the techs working onsite need special clearance, badging or any special requirements?
Government Response: Contractor personnel will be required to have a badge; the contractor will coordinate with the Contracting Officer Representative (COR) after the contract is awarded and prior to beginning physical performance for all badging requirements.
9. Is there going to be infection control required and if they are who is providing the (pods, cubes) for isolation.
Government Response: No, infection control is not a requirement.
10. Do we need to extend circuits from Main Point of Entry and if we do what type of cable do we need for the extension?. (Cat6, Fiber – MM/SM) Government Response: Yes. Cable type dependent on the distance from MPOE to equipment location. CAT6 should be sufficient, but SM fiber if greater than 300’ (feet).
11. Need to know the location of the Network Rack or where the cables are going to be terminated at each location.
Government Response: TBD by VHA/Engineering as existing IT network racks will not be used for guest wifi. Once the Government knows how much equipment is required for each location, a space will be identified.
12. Are the patch panels going to be rack mounted on existing racks or are we providing a rack/cabinet.
Government Response: The contractor is to provide a full solution with nothing provided by the customer.
13. At the Oceanside location is WIFI required in the whole building?
Government Response: 65,465 net usable square footage, 2 story building.
14. Chula Vista location-Where is the Network Rack located and what is the square footage of the location being covered?
Government Response: The existing network rack is in the IT closet and will not be used for guest wifi. Engineering to provide square footage Suite 133, 6206 usable square footage Suite 112, 2603 useable square footage.
15. 7410 Mission Valley- SDHCC Are we covering the whole area of the VA clinic or just part of it?
Government Response:
Lobby 20 X 16 (320 square feet) Conference Room 143 14 x 20 (280 square feet) Conference Room 152 20 x 25 (500 square feet) Room 140 7 x 13 (91 square feet) Room 141 7 x 13 (91 square feet) Room 142 7 x 13 (91 square feet)
16. 8989 Rio San Diego- there are 2 suites 350 and 360, are we covering all of the square footage of these 2 suites?
Government Response: 3,433 square feet (Suites 350&360)
17. 10455 Sorrento Valley- what is the square footage of coverage at that location? Are we covering the whole building or just Suite 210?
Government Response: 9,995 square feet (Suite 210)
18. 3110 Camino Del Rio- What is the square footage of coverage needed at this location? Are we covering the whole building?
Government Response: 10,000 square feet (whole building)
19. If Broadband services are not available at a given location, what are the minimum bandwidth requirements for a dedicated Fiber optic circuit? (i.e. 25M x 25M, 50M x 50M, 100M x 100M etc.)
Government Response: Contractor is to determine bandwidth required to support the guest wifi network without oversizing and overcharging circuit.
20. The recommendation would be a minimum of a 50M x 50M circuit, but looking for guidance and confirmation.
Government Response: Contractor is to determine bandwidth required to support the guest wifi network without oversizing and overcharging circuit.
21. What are the estimated maximum number of Wi-Fi users on the Wi-Fi network at any given time for each location? While this information is needed for all locations, the Oceanside facility is of particular interest as it has the largest coverage area and largest potential number of users.
Government Response:
· Oceanside Clinic – approximately 30-35
· Sorrento Valley Clinic Annex – approximately 20-25
· San Diego Comp Pen – approximately 15-20
· Rio Mission Valley – approximately 10-15
· San Diego Homeless Counseling Center – approximately 10-15
· Chula Vista Clinic – approximately 10-15 (each suite)
Note: These are just approximations and these numbers change plus/minus on a daily basis depending on the number of veterans’ appointments.
22. Regarding the Chula Vista site, during the site walk it was stated that the Wi-Fi networks for Suites 112 and 133 were to be completely separate. Can you please confirm a separate internet circuit and firewall is requested for each suite at the Chula Vista location?
Government Response: Separate systems are not required at the two suites. If one firewall can accommodate both separate suites with proper coverage then that would be adequate.
23. Presence of electrical power of correct voltage and sufficient service in locations where it is needed cannot be assessed because the Veterans Administration has not determined the locations within each building where it will permit network electronics required for the wireless networks to be located. Will the Veterans Administration be responsible for and provide in a timely manner connection to electrical power requirements specified by the successful bidder within twenty four inches (24”) of each physical location where network electronics required for the wireless networks must be installed?
Government Response: Electrical can be installed after the equipment requirements is reviewed and the location is selected for such equipment.
24. Solicitation Section B.4 Subsection 3.1c states in part: “All cable and fibers use for this service shall be installed in cable tray…”. It is not feasible for cable tray to be physically installed for 100% of the cable pathway support requirements for this project. Cable tray is typically used to support cables in major pathway areas. Please confirm the use of cable tray to support copper and fiber optic cabling is being required only where it is both feasible and appropriate to support cables in major pathway areas Government Response: Cables must be in cable trays or contained within J-hooks in all locations and may not lay above ceiling tiles.
25. Section 3.4(g) of the solicitation states " The Contractor shall respond within 4-hours for on-site hardware issues". This would add a significant cost to any proposal, would a longer response time be acceptable?
Government Response: Due to the high visibility of veterans needs, this requirement will actually change to 1-hour response time for either telecom resolution or on-site resolution. A longer response time is not acceptable.
26. What are the cable locations and cable counts per locations?
Government Response: Cable locations and counts at each location are dependent upon the contractor’s design and are not determined by VA.
27. Do any of the facilities require plenum cable?
Government Response: No.
28. Should fiber be run from the (Minimum Point of Entry) MPOE to the system Intermediate Distribution Frame (IDF)?
Government Response: If needed based on system design. Copper is likely sufficient based on distance. IT closets are not to be considered IDFs.
29. Where can the IDFs be placed and will they have a dedicated circuit for power?
Government Response: Location to be determined by the amount of space required for equipment.
30. Sorrento valley location had a lower floor not shown on floor plans is this area part of this contract?
Government Response: No.
31. 8989 Rio San Diego Dr. location had an additional suite area that was not reflected on the floor plans is this area a part of this scope?
Government Response: Suites 350 and 360 only
32. During the walks there was confusion regarding whether the scope of work at the sites is to provide wireless coverage only in the waiting areas or to provide “complete Wi-Fi coverage for both patients and administrative area use” (as stated in Section 3.0.a of the Statement of Work). Please clarify the required scope of work at the sites.
Government Response: entire building coverage; except SDHCC only patient waiting areas and conference rooms.
33. Section 3.1.c of the Statement of Work states “All cable and fibers use (sic) for this service shall be installed in cable tray…” Is existing cable tray in place at this site that can be used as pathways?
Government Response: Any cable trays that are in place may be used by contractor.
Section 3.1.c of the Statement of Work states “All cable and fibers use (sic) for this service shall be installed in cable tray…” Would J-hooks be an acceptable pathway alternative?
Government Response: Yes.
34. Section 3.2.b of the Statement of Work states “The Contractor’s solution shall provide for Layer I air gapped isolation to provide isolation from any other network within each facility.” Does this mean Contractor is responsible for providing all fiber optic cabling required to implement its solution?
Government Response: Cabling does not need to be fiber optic, but yes, all cabling for the guest wifi system is the responsibility of the contractor.
35. Section 3.4.h of the Statement of Work states “The Contractor shall provide oversight and monitoring of the installed wireless network(s).” Does this mean the Contractor remote access to the system will be permitted?
Government Response: Yes.
36. Is exterior wireless coverage required at any of the sites? If so, please identify which site(s).
Government Response: No.
37. Please identify cable and telecom service providers for each of the sites.
Government Response: Currently, all VA services are provided by AT&T. That does not mean that other carrier networks are not available at each site. Contractor is to make that determination. There are no restrictions on service provider to be used.
38. Statement of Work indicates that Contractor personnel will require VA access badges to work at the sites. Please describe badging process how long acquisition of VA access badges will take.
Government Response: The contractor will coordinate with the COR once the contract begins for all badging requirements. Time required for badging will not count towards the contractor’s period of performance.
