The purpose of this amendment is to respond to vendor questions and amend the solicitation, Section B.5, Statement of Work, page 8, Paragraph 3.
Please see the continuation on pages 2 through 4.
Kevin H. Vo Contracting Officer

I. The purpose of this amendment is to respond to vendor questions as follows:
1. Would the government please advise as to why offerors are required to be licensed with CA DPR as DPR does not regulate or license pest control businesses or individuals who perform "for hire" services?
Response: All of the requirements listed in paragraph three (3) of the Statement of Work are those the Government feels are necessary to mitigate the risk of improper use of chemicals and pesticides during contract performance, which may pose harm to human, animal and plant life on the campus of the VAGLAHS and the communities surrounding VAGLAHS, and as a result, may create a financial liability for the Government. Government personnel at VAGLAHS do not have expertise in the application of herbicides and pesticides, or pest control services, and therefore to ensure the work will be performed properly and in accordance with CA state environmental laws, the Government requires these qualifications for assurance that the provider of these services is capable and familiar with CA state environmental laws and the proper dispensing of pest control products. When it comes to applying herbicides and pesticides, there is a potential that misapplication could end up causing discharges that violate CA regulations issued pursuant to the Clean Water Act or other CA environmental regulations applicable to VA, and that if VA is found to be in violation of these regulations, then VA will bear the cost of any remediation. Requiring CA licensing reduces this risk to VA by having people familiar with CA state regulations performing the work under the contract.
2. Would the government please advise as to why Right-of-way and Landscape maintenance licenses are required and the Statement of Work (B.5) has no such requirements that would justify said licenses? Conversely, said licenses are issued through CA DPR and DPR does not regulate or issue licenses regarding "for hire" services in CA.
Response: See response to question 1 and below update to paragraph 3, Qualifications, of the Statement of Work. Regarding the Right-of-Way and Landscape Maintenance license requirements, the Government requires these licenses issued by the CA Department of Pesticide Regulation for the reasons explained in the response to Question 1 above, and because the VAGLAHS campus occupies a large outdoor physical space that includes large expanses of landscaped grounds and multiple rights-of-way to which herbicides and pesticides will have to be applied during contract performance.
3. I understand that the VA Greater Los Angeles Healthcare System is back on bid for pest control.
Would you direct me to the information site to participate in the bid?
Response: The information site to participate in the bid is listed below:
https://www.fbo.gov/spg/VA/LBVANBC/VAMD/36C26218Q9882/listing.html https://www.fbo.gov/spg/VA/LBVANBC/VAMD/36C26218Q9882/listing.html
4. I would like to know if we would be able to conduct an inspection of the facilities referenced in the solicitation? In addition, would we be able to submit several questions post inspection if applicable.
Response: Site Visit: Attendance is NOT mandatory, but highly encouraged so offeror(s) can inspect the site(s) where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent the information is reasonably obtainable. This will be the only site visit provided by the Government. Offerors shall be responsible and shall NOT be reimbursed by the Government for any costs or travel expenses incurred related to the site visit. The site visit inspection will be held on the following schedule listed on the table below:
