STATEMENT OF WORK

Department of Veterans Affairs

VA Northern California Health Care System

Mather, CA 95655

Install Uninterruptible Power Supply (UPS) at B700

Project #612A4-27-040

General Intention:

A. The purpose of this project is procuring the construction services to install Uninterruptable Power Supply (UPS) and HVAC at B700 at the VA Northern California Health Care System (VANCHCS) at 10535 Hospital Way, Mather, CA 95655 in room 1A526. See attached drawing “Floor Plan Bldg. 700 and cut sheet VRLA battery.”

B. This contract is to provide a new 300 KVA UPS and electrical distribution to provide power to 3 Radiology Imaging modalities within the facility. The modalities that will be powered from this UPS are two Cath lab units and one hybrid OR unit. Only Cath Lab #1 and Cath Lab #2 will be connected under this project scope to the Distribution panel. See attachment “Floor Plan Bldg. 700 and cut sheet VRLA battery” for the room locations.

C. The contractor must provide a 5-ton ductless split system HVAC system to provide cooling within the room where the UPS will be located.

D. Contractor must furnish all labor, equipment, and materials needed to perform all work required by the scope at the Mather VA Campus.

E. All electrical outages will be scheduled 3 weeks in advance with approval of the medical center and contracting officer representative (COR). The start time of 3-week notification begins after VA approves the Method of Procedures provided by the contractor through the submittal process.

F. Visits to the site by bidders may be made only by appointment with the Contracting Officer for the project.

G. This work is to take no longer than 220 calendar days from date of issuance of notice to proceed (NTP).

H. The Contractor must properly dispose of all demolition and garbage materials appropriately and within requirements of regulatory agencies.

I. Conduit installation will be scheduled outside of normal working hours or on weekends to minimize disruptions to clinical operations. The standard operating hours for the Cath Lab clinic are from 7:00 a.m. to 5:00 p.m. Coordinate with the Contracting Officer's Representative (COR) and obtain approval prior to performing work during off-hours.

Scope of Work:

A. The contractor must provide a static bypass UPS rated at 300 KVA at 480V 3 phase system that is built for Imaging Modalities to be installed within the Radiology Department at the

Mather Campus W room 1A-21 6. The selected UPS must be manufactured and provided by a company that has a minimum of 5 years of experience in providing central UPS systems for imaging modalities in the healthcare environment and has at least 5 locations of UPS of similar size installation in place in a healthcare setting that are operational.

B. The contractor must provide a 400 amp 3 phase breaker in Panel QH1 2A to connect the

UPS system and provide power feed conductors from that panel to this new UPS location.

Panel QH12A is located in B700 room 1A-216. This UPS must utilize VLRA batteries provided by the manufacturer.

C. The contractor must provide a 400-amp rated MLO panel for distribution side of the UPS to power both Cath Lab modalities at 3 phase 480V, 80 amps. Contractor must provide spare breakers within the panel: (2) 100-amp 3 phase breakers and (2) 80-amp 3 phase breakers.

These 2 Cath Labs are active daily and there can be no interruption or downtime to the daily use of these Cath Labs outside of a scheduled outage during the work executed. The conductors will need to be routed to the new distribution panel the contractor is providing.

D. The contractor must provide a 3 Phase 300 KVA Transformer with a 400 amp non-fused disconnect to be installed and connected to the UPS but upstream of the distribution panel.

This Transformer will be bonded and the grounding system provides a neutral to the 4-wire system. The transformer will be 480V-480V/277V 1 L 1 ration transformer.

E. The contractor must intercept the electrical feeds to Cath Lab #1 and Cath Lab #2 within electrical room 1A-216. Electrical pull cans exist above the panel QH12A that can be used to intercept those feeds to allow splicing connection to occur nearby within an expanded pull box/pull can provided by the contractor. The contractor will be responsible for splicing conductors utilizing double crimped compression butt-splice connection with cold shrink insulation system. The contractor will be responsible for providing a sampling of the splice kit to be used and demonstrate sample of correctly compression crimping the unit for approval prior to performing the work and outage.

F. The contractor must provide all conduit, conductors, pull boxes and other essential items to complete the installation. A 3.5-inch tall housekeeping pad for the UPS must be provided and installed of the UPS. A grounding rod and ground plate must be installed at UPS location and connected to bond electrical and the UPS together. Contractor must provide a conduit layout plan indicating routing of conduit and support for VA approval as shop drawing. All conductors must meet requirements of the amperage required and all grounding wires will be sized equivalent to the power conductors' size.

G. A 5 -ton split cooling unit must be provided in UPS installation location. The contractor must provide all power and routing of piping required to support the new HVAC system. The contractor will be responsible for providing disconnect and other essential safety devices with the HVAC unit. The contractor must route the condensing drain for the unit to location for dispersant outside of the UPS room. Condensing unit must be roof-top located or ground mounted with appropriate curbing for either installation. Electrical connection will be at

Panel NL1 2B located in B700 room 1A-216.

H. The contractor must provide a pricing schedule for expedited manufacturing and delivery of the UPS and components along with the timeline included with that pricing as an option for the Government to consider.

I. The contractor must utilize an electronic file share system to submit RFI’s, shop drawings, submittals, and other documents such as Procore.

J. Records Management Obligations: The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems

(EIS) procurement contract:

i. Citations to pertinent laws, codes, and regulations such as 44 U.S.C. Chapters 21, 29, 31, and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1 222 and Part 1 228.

ii. Contractor must treat all deliverables under the contract as the property of the U. S .

Government for which the Government Agency must have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest.

iii. Contractor must not create nor maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.

iv. Contractor must not retain, use, sell, nor disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act.

v. Contractor must not create nor maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contact.

vi. The Government Agency owns the rights to all data/records produced as part of this contract.

vii. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data.

viii. In accordance with 3 6 CFR 1 222. 32, the Contractor must maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data.

ix. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1 974. These policies include the preservation of all records created or received regardless of format (paper, electronic, etc.) or mode of transmission (e-mail, fax, etc.) or state of completion (draft, final, etc.).

x. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its Contractors are responsible for preventing the alienation or unauthorized destruction of records2 including all forms of mutilation. Willful and unlawful destruction2 damage2 or alienation of Federal records is subject to the fines and penalties imposed by 1 8 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.

xi. Contractor is required to obtain the Contracting Officer’s approval prior to engaging in any contractual relationship (Subcontractor) in supports of this contract requiring the disclosure of information2 documentary material 2 and/or records generated under 2 or relating to 2 this contract. The Contractor (and any Subcontractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
