About this file
This is a Questions and Answers document addressing clarifications on the Palo Alto VAHCS 3rd Party Elevator Inspection Services solicitation (36C26127Q0069). The Q&A resolves thirteen substantive inquiries from offerors regarding the scope, pricing structure, and contract requirements for elevator inspection and testing services across five Department of Veterans Affairs facilities in the Palo Alto area.
The solicitation requires third-party inspection and testing services for 68 total elevator units distributed across Palo Alto (46 units), Menlo Park (10 units), and combined locations in Livermore, Mountain View, and Sunnyvale (12 units). Services include annual inspections, semi-annual testing, and five-year periodic inspections performed under third-party inspector supervision, with the elevator maintenance contractor providing technicians and tools while the inspector furnishes calibrated test equipment. The government clarifies that the prime contractor bears full responsibility for all subcontracted services and associated costs, and that experience requirements apply to the individual inspector performing inspections rather than the prime contractor entity. An updated Elevator Inventory 2026 document provides the complete current inventory details, and an amended bid sheet corrects pricing line items and consultation formulas. The government confirmed that no site walk will be conducted and pricing should be based on the updated inventory and Performance Work Statement. A corrected bid sheet and applicable wage determinations were to be provided with Amendment 1, with the final quotation due date and time to be clarified in that amendment.

1. The bid schedule appears to identify 68 total units across the following locations:
· Palo Alto: 46 units
· Menlo Park: 10 units
· Livermore, Mountain View, and Sunnyvale: 12 units However, Attachment 2 provides detailed information for only 31 units at the Palo Alto campus and does not appear to include the remaining 15 Palo Alto units or the equipment at the other locations.
If available, could you please provide a complete inventory of all 68 units showing each unit’s identifier, facility or building location, equipment type—such as traction elevator, hydraulic elevator, dumbwaiter, wheelchair lift, or escalator—capacity, and number of floors or stops served?
Response: See updated Elevator Inventory 2026.
2. Could you please provide the number of elevator devices to be inspected at each of the following locations?
· Palo Alto Main Campus
· Menlo Park Medical Center
· Livermore Medical Center
· Mountain View Center
· Sunnyvale Response: See updated Elevator Inventory 2026.
3. Please clarify the following: The Palo Alto PWS states that the Elevator Maintenance Company will provide the elevator technician and test weights, but other sections require the inspection contractor to furnish labor, equipment, and tools to perform the periodic inspection/testing. The technical evaluation provisions also request maintenance and testing experience and personnel from the inspection.
Response: For the annual, semi annual testing and 5 year testing and inspection to be performed under this PWS, the elevator maintenance contractor will provide the technicians and tools to perform the tests, under the 3rd party inspector’s supervision. However, the 3rd party inspector is required to bring his own calibrated tachometer and dynamometer to ensure correct results in case the tools provided by the service contractor are not properly calibrated.
4. What is the controlling quotation due time on October 14? The observed SAM field states 1:00 AM CDT, while SF1449 states 1300 CDT. Please confirm the timezone for the October 7, 10:00 AM questions deadline and reconcile October 30 versus October 31 period-end dates.
The due date and time for responses will be updated on Amendment 1
5. Does PWS 4.1.B prohibit all subcontracted inspection/testing? Please reconcile this with the standard subcontracting certificate and the requirement for the elevator maintenance company to supply a technician and weights. Will VA arrange and pay for that maintenance support, or must the inspecting prime include it?
Response: The contract will be made to the Prime. The Prime will be responsible for paying for any services that have been sub-contracted to someone else.
See response to Question 3.
6. Please confirm whether the five-year comparable-service and 30-elevator technical experience must belong to the offeror itself, separately from the named inspectors’ experience. How should an offeror with no past-performance examples comply with the instruction requesting at least one example, given the stated neutral rating?
Response: The experience requirements apply to the inspector performing the inspection.
Please provide a complete current inventory for all 68 priced devices, including identifiers, locations, device types, operating status, applicable inspection standards, last test dates and Sunnyvale’s street address. Attachment 2’s example header lists 48 units, but the bid sheet prices 46 Palo Alto units; only 30 example entries are visible and CLIN 24 is omitted. Please identify which decommissioned, out-of-service or modernizing units remain in scope, including dumbwaiters and wheelchair lifts.
Response: See updated Elevator Inventory 2026.
7. Does each annual six-month-inspection unit price include both February and August visits? Please confirm the full 36- and 60-month testing calendar over all option years, including the first-year five-year tests for each elevator. Attachment 1 only supplies three-year quantities in option year one and five-year quantities in the base year.
Response: The contractor is required to perform annual and semi annual testing each year. Additionally, contractor performs 5-year testing in the first performance year.
8. Please reconcile the no-additional-cost consultation requirement with Attachment 1’s five-hour consultation line. The base quantity/total contain spaces, some option rates are blank, and option-two total K21 excludes consultation K20. Please issue a corrected bid sheet, explain the consultation 5% formulas, and confirm how worksheet activity CLINs map to the RFQ’s yearly 12-month CLINs.
The bid sheet has been corrected and attached with Amendment 1
9. The retained package incorporates 52.222-52/53 November 2025 deviations but contains no wage determination. Please confirm the applicable clause text and the labor-standards treatment for an offeror that cannot certify all exemption conditions. Please provide the applicable wage determination if service labor standards apply.
Wage Determinations are available through SAM.gov. Additionally, applicable wage determinations will be provided.
10. Please confirm the intended relationship between the optional six-month service extension and the five-year maximum term. Also confirm the complete current amendment and attachment list so offerors use the controlling package.
We have not assumed subcontracting permission, qualification waivers, exemption eligibility or any change in agency quantities. Thank you for clarifying these points.
11. PWS 5.2.C states the Contractor is responsible for requesting a site walk. Can you please advise whom to contact to schedule a site walk at each location prior to the quote due date?
No Site walk will be conducted. Pricing will be provided based on the updated inventory and PWS.
12. PWS 4.1.B states "This contract does not permit subcontracts," while the solicitation includes VAAR 852.219-75 (50% limitation on subcontracting for services) and PWS 5.4.A/5.7.B refer to subcontract personnel. Can you please confirm whether a certified SDVOSB prime may subcontract the inspection work to an ASME/NAESA-qualified inspection firm within the 50% limitation, and whether PWS 4.1.A requires the prime contractor itself to be the qualified elevator inspector?
Response: See response to question 5.
13. Can you provide the previous contract number?
