About this file

This is a Request for Quote (RFQ) and contract solicitation for the construction of a modular imaging center at VA Northern California Health Care System in French Camp, California. The Department of Veterans Affairs, Veterans Health Administration, Sierra Pacific Network (VISN 5) is seeking a firm-fixed price construction contract valued between $5,000,000 and $10,000,000 under NAICS Code 236220 (Commercial and Institutional Building Construction). This solicitation is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, requiring offerors to be verified in the SBA VETCert database at time of submission and award. Quotes are due by October 21, 2026 at 12:00 PM PDT via email only to David Rovner (Contract Specialist) and Charee Harris (Contracting Officer).

The project scope includes site preparation, demolition of existing structures, foundation and structural work, utility connections (fire protection, water, sewer, storm), civil improvements to roadways and parking, and construction of a new 2,500-square-foot single-story modular imaging facility to house MRI and CT equipment. The contractor must provide all mechanical, electrical, plumbing, fire protection, telecommunications, and fire alarm systems, with specific requirements for seismic certification, integration into the campus Building Automation System (Siemens APOGEE), infection control (Class IV standards), and third-party commissioning and inspection. The contract performance period is 557 calendar days from Notice to Proceed, with award anticipated November 1, 2026 and NTP January 1, 2027. Evaluation will be based on comparative analysis of five technical factors (Technical Approach, Key Personnel, Past Performance, Project Schedule, and Corporate Project Experience)—which combined are equally important to price—with past performance focusing on four relevant projects completed within the past five years of similar size ($5M+), complexity, and scope. Performance and payment bonds are required within 10 days of award per the Miller Act (40 U.S.C. Chapter 31). Applicable wage determination is CA20260018 (July 14, 2026). A mandatory pre-quote site visit is scheduled for September 29, 2026 at 11:00 AM PT, and RFIs must be submitted by October 6, 2026 at 12:00 PM PDT.
