About this file

This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) and supporting documentation for a moving and storage services contract with the Department of Veterans Affairs, Northern California Health Care System (VANCHCS).

Contract Overview and Scope: Solicitation 36C26127Q0027 is for relocation services including furniture moves, installations, warehouse storage, and inventory management across multiple VA facilities throughout Northern California. The contractor must provide supervisors, drivers, and movers to handle routine small moves (estimated twice weekly), non-routine small moves (five times monthly), non-routine medium moves (six times annually), and large moves (one annually). Services include disassembly/reassembly of modular furniture, packing/crating, transportation between multiple VA sites, and maintenance of a secured warehouse with capacity up to 10,000 square feet (50% within 35 miles of VA Sacramento Medical Center). The contract period is base year October 1, 2026 through September 30, 2027, with four optional one-year extensions. The principal NAICS code is 484210 (Used Household and Office Goods Moving).

Key Changes and Submission Requirements: Amendment 0001, effective August 25, 2026, answers vendor questions, revises the Performance Work Statement (pages 27-45), removes large move CLINs 0017, 1017, 2017, 3017, and 4017 from the price schedule, and extends the solicitation due date from September 4, 2026 to September 8, 2026 at 4:00 PM PST. Vendors must acknowledge receipt of all amendments and submit the latest price/cost schedule with their quotes. The price schedule includes line items for supervisors (2,000 HR), drivers/trucks (800 HR), four movers (2,000 HR each), warehouse inventory management (12 MO), overtime hours, shrink wrap (140 EA), boxes (600 BX), and 10,000 SQFT storage space at $___/SQFT/MO for the base year and three option years. Solicitation Questions and Answers

Solicitation 36C26127Q0027

Moving and Storage Services

1. PWS Section II.a.3. Minimal equipment moves include medical-trade refrigerators and exam beds. Is the customer responsible for connecting and disconnecting all IT equipment and specialized medical equipment?

a. Minimal equipment for those two examples would be a standard 4 -wheel dolly. If disconnect or re-connection of IT equipment is required, the COR will obtain permission from IT and the process will be under COR’s guidance.

2. PWS Section V.a. The contractor must check-in with the COR at the start and finish of each day. Will telephonic/electronic daily check-in with COR be compliant? Or must the check in be in person?

If the check in must be in person, what will the protocol be when the work to be performed is at a facility located over 60 miles away?

a. The COR will be on-site with the moves team. The check in and check out will not require secondary travel.

3. PWS Section VII.b. The contractor is required to attend and participate in a pre-move walkthrough for large scale office relocations. Can the contractor bill for meeting/walk throughs with the customer?

a. If a pre-walk for a project does not coincide with a regular site move, the pre-walk may be billed at the appropriate CLIN.

For example, if an Office Moves Supervisor conducts a pre-walk for a project, CLIN X001 Office Moves – Supervisor will be billed.

4. The PWS describes installer qualifications and duties as distinct from the

Mover/Laborer role (Section XI). However, the Price Schedule does not include a separate CLIN for an Installer. Should installer labor be priced under the Mover

CLINs (0003–0006), included within the Supervisor CLIN (0001), or does the

Government intend to add a separate Installer CLIN?

a. Installers would be billed under CLIN X003 – X006 Movers as installers are moving the furniture into a space and placing the furniture in accordance with the interior designer’s plans.

5. CLIN 0016 is described as "10,000 SQFT Storage Space" with a unit price to be entered as "$_____ SQFT/MO," but the quantity listed is 12.00 MO. Please clarify whether offerors should submit a single flat monthly rate for the full 10,000 sq ft of storage space, or whether the quantity/unit basis will be revised to reflect square-foot-months (e.g., 120,000 SF-MO).

a. Quoters will need to complete $____ SQFT/MO within the description and for the unit price, quoters will input the unit price for monthly rate of 10,000

SQFT per month.

When invoicing, the actual SQFT for the specific month will be invoiced

(i.e. $___ SQFT/MO x actual SQFT)

6. PWS Section II.d.i states that Large Move pricing "will be based on a quote to be provided by contractor at time of requirement." However, CLIN 0017 requests a firm unit price for this item at time of proposal submission. Please clarify how offerors should price this CLIN given the PWS language suggesting per-occurrence quoting rather than a fixed price established at award.

a. B.2 Price/Cost Schedule is hereby updated to remove CLIN X0017 Large

Move. The program office confirmed the quantities for the Office Moves

Supervisor, Driver, and Movers were already accounted for should there be a Large Move. PWS Section II(d) is revised for clarity.

7. CLIN 0014 specifies "Shrink Wrap" priced in "EA" at a quantity of 140 annually.

Please clarify what one unit ("EA") of shrink wrap represents (e.g., roll, case, pallet) so that offerors can price this item consistently.

a. EA =Each roll of shrink wrap.

8. PWS Section VI.f and VI.f.i require the Contractor to furnish plastic wrap, crating material, padding material, marking material, sealing tape, color-coded tags, and industry-standard floor/wall/corner protection at no additional cost to the

Government. The Price Schedule includes CLINs only for Boxes (0015) and

Shrink Wrap (0014). Please confirm whether these additional materials are intended to be absorbed into the labor rates, or whether separate CLINs should be requested.

a. The unit price for CLIN X015 Boxes should be all-inclusive of the miscellaneous materials needed for boxing furniture (excluding shrink wrap).

9. Quote Due Date. The solicitation SF1449 lists the offer due date as September 4, 2026, at 4:00 PM PDT, while the SAM.gov notice currently displays September 4, 2027. Could you please confirm the correct quote due date?

a. Please reference SF30 page 1.

10. Subcontractor Capabilities. For Factor 1 – Technical Capabilities, may an

SDVOSB prime rely on the demonstrated personnel, vehicles/equipment, warehouse/storage facilities, inventory-management system, and geographic capabilities of its proposed subcontractor(s), provided the prime remains responsible for overall contract performance and complies with the applicable limitations on subcontracting?

a. For Factor 1 – Technical Capabilities, the SDVOSB prime contractor will need to describe and provide information on the company’s ability to provide the required service. If the SDVOSB prime contractor is planning to utilize subcontractors to meet the requirement, the technical quote shall clearly identify the prime contractor and subcontractor(s)’s responsibilities and resources provided to support contract execution. The quoter must also include a plan to ensure continuity of services if the proposed contractor can no longer perform the required services.

When subcontracting, SDVOSB prime contractors shall comply with

52.219-14 Limitations on Subcontracting and VAAR 852.219-75 VA Notice of Limitations on Subcontracting. In addition, the SDVOSB prime contractor must maintain management and control over the contract, ensuring that it is not unduly reliant on any subcontractor such that the subcontractor is actually performing the primary and vital contract requirements; this is known as the “ostensible subcontractor” rule.

11. Subcontractor Past Performance. For Factor 2 – Past Performance, may the

Government consider relevant past performance of proposed subcontractors or teaming partners that will perform substantial portions of the requirement?

a. No. Past performance will be evaluated in accordance with 52.212-2

Evaluation – Commercial Products and Commercial Services.

12. California Moving/Carrier Authority: If the prime contractor manages and administers the contract, but all regulated transportation activities are performed by a properly licensed and authorized California moving company, is the prime itself required to hold California household/office-goods moving or motor-carrier authority?

a. No; however, the prime contractor is responsible for ensuring its subcontractor performing the transportation portion of the requirement is licensed in accordance with state laws and regulations. Additionally, the prime contractor is responsible for ensuring the personnel are properly licensed and insured

13. Incumbent contractor & Storage. Is there an incumbent contractor? If so, please provide contract total value and whether there will be a transitional move of all items from the incumbent to the contract awardee’s warehouse.

a. Yes, there is an incumbent contractor. For additional information on current contracts, you may submit a Freedom of Information Act (FOIA) request through https://www.foia.gov/.

Yes, the items will need to be moved from the incumbent to the awardees warehouse. Incumbent and awardee will need to inventory and verify stock furniture during the transition.

14. Large Move CLIN:=. The PWS states large moves will be quoted at the time of requirement, while Section B contains a 1-JB Large Move CLIN. Should offerors price the representative 30,000–50,000 SF large move now, and if so, what assumptions should be used for distance, inventory, labor, trucks, and duration?

a. B.2 Price/Cost Schedule is hereby updated to remove CLIN X0017 Large Move. The program office confirmed the quantities for the Office Moves Supervisor, Driver, and Movers were already accounted for should there be a Large Move. PWS Section II(d) is revised for clarity.

15. QCP submission. The PWS states the QCP will be forwarded with the requested initial proposal, while the submission instructions place quality control/contingency within Technical Capabilities. Please confirm whether a separate full QCP is required with the quote.

a. Please submit the company’s QCP with the quote in accordance with PWS section XX Contractor’s Quality Control Program (QCP).

16. Off duty dropoffs. Does the VA have a secure location for trucks filled with items for storage, if a move runs beyond warehouse dropoff times?

a. No. Contractor is required to have a secure warehouse to maintain the furniture inventory in accordance with PWS Section VI(II) Storage.
