About this file

This is a Statement of Work (SOW) for electrical infrastructure improvements at the Reno, Nevada Veterans Affairs (VA) medical center's Building 12. The project involves relocating power sources for water pumps in the basement and installing emergency backup power capabilities. Currently, the pump system receives only normal power with no emergency power source, creating compliance gaps and patient safety risks during power outages. The contractor must bring the electrical system into full compliance with VA Technical Information Library standards, the Veterans Health Administration Electrical Design Manual, and current safety codes by installing a manual transfer switch (MTS) and relocating normal power to the motor control center (MCC).

The contractor shall complete the project within 180 calendar days of Notice to Proceed and work standard hours Monday through Friday, 0700 to 1700, with weekend/night work permitted at no additional cost. Key deliverables include: a comprehensive project schedule with materials, labor, and construction milestones within two weeks of start; updated electrical panel schedules, red lines, and one-line diagrams meeting VA standards; a Schedule of Values within 14 days of NTP; initial facility review identifying deficiencies and installation pathways; ongoing communication with the VA; and quality assurance testing before and after project turnover. The contractor must also provide in-person equipment training and user manuals at handover and implement rigorous safety protocols including facility Lock Out Tag Out procedures to achieve zero workplace accidents. All amendments must be documented in writing and signed by authorized representatives from both parties.

Statement of Work (SOW)

VA SIERRA NEVADA HEALTH CARE SYSTEM

BUILDING 12 PUMP POWER RELOCATION FOR RENO VA

General Information

1. GENERAL: The Reno, NV Veteran’s Affairs (VA) medical center’s building 12 is need of relocating the power sources for water pumps in the basement. The current system directly feeds the pumps with normal power and has no emergency power source tied onto the system. In the event of a power outage, the motor control center (MCC) will not be able to provide power onto the pumps for the entirety of the building.

2. PURPOSE: The purpose of this Statement of Work (SOW) is to outline the project planning stages, schedule, and important prerequisites of installing emergency power and relocating normal power onto the MCC as well as installing a manual transfer switch (MTS). According to the VA Technical Information Library (TIL) chapter 4 section 4.6, the guide states that all essential electrical systems are to be supplied with additional electrical standby systems. This includes but is not limited to domestic water pumps, equipment, control systems, and the receptacles for the pumps. Relocating the power source for the water pumps will allow the facility to be in proper compliance with VHA guidelines. This power source will directly improve patient safety in an efficient manner while maintaining code compliance.

3. OBJECTIVES: The objective of the project is to relocate and add additional power legs to the water pumps in the BLDG 12 basement. The new emergency/normal power system is to be fully compliant with the VA TIL, Veteran’s Health Administration (VHA) Electrical Design Manual, and up to date safety codes. The following objectives shall be undertaken:

· Schedule: The contractor shall provide a schedule document that includes all required materials, labor, and construction milestones, within the first two weeks of the project start date. The standard work hours shall be Monday through Friday, 0700 to 1700. Work is not permitted on federal holidays. The contractor is permitted to work weekends/nights, provided that such work does not result in any additional cost to the government.

· Projected completion date: The contractor shall complete the project within 180 calendar days after Notice to Proceed (NTP). The contractor shall give COR advanced notice before any outages for the facility.

· Quality Management: The contractor shall ensure that the completed electrical system meets all required specifications by conducting a thorough quality check before and after project turnover. The handover should also include a training session of equipment via in-person training and an included user manual.

· Safety: The contractor shall implement all necessary safety protocols, ensuring zero workplace accidents by conducting regular safety checks throughout the project. This includes but is not limited to facility Lock Out Tag Out procedures.

4. SCOPE: For the process of the statement of work for the relocation of the bldg. 12 pump normal/emergency power legs. The following activities shall be undertaken:

· Initial Review: The contractor shall conduct a thorough review of the status of the facility and will do thorough research of deficiencies within the basement pump areas and surrounding equipment. The contractor shall conduct a thorough review of the work area and existing equipment and identify all potential pathways and hazards that are present in the path of work and determine the most feasible course of action for installation.

· Provide Drawings and Plans: The contractor will work with the facility to update panel schedules, provide red lines, and assist the facility in updating one-line diagrams. All deliverables must meet current VA Technical Information Library standards.

· Communication: The contractor shall engage with the VA to explain the construction process, ensuring awareness and agreement. Provide feedback regarding potential concerns with going through with the installation process.

· Schedule of Values: The contractor shall provide a Schedule of Values (SOV) within 14 days of the Notice To Proceed.

· Any amendments or additions to this SOW will be documented in writing and signed by authorized representatives from both parties.
