DESCRIPTION

SOURCES SOUGHT NOTICE: Project: 654-26-020, Building 12 Pump Power Relocation for Reno VA Classification Code: 6150 (Miscellaneous Electric Power and Distribution Equipment) NAICS Code: 238210 (Electrical Contractors and Other Wiring Installation Contractors) DISCLAIMER: This is a Sources Sought Notice only. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). No solicitation document currently exists. This notice is issued solely for information and planning purposes—it does not constitute a promise to issue a solicitation in the future and does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought.

BACKGROUND & SCOPE OF WORK: The purpose of this project is to relocate and add additional power legs to the water pumps in the Building 12 basement, as detailed in the attached document titled “SOW Bldg 12 Power Relocation V2.” The current system directly feeds the pumps with normal power and has no emergency power source tied onto the system. In the event of a power outage, the motor control center will not be able to provide power onto the pumps for the entirety of the building. The contractor shall conduct a thorough review of the work area and existing equipment and identify all potential pathways and hazards that are present in the path of work and determine the most feasible course of action for installation. The new emergency/normal power system is to be fully compliant with the VA Technical Information Library, Veterans Health Administration Electrical Design Manual, and up to date safety codes.

See attached document: SOW Bldg 12 Power Relocation V2 SUBMISSION INSTRUCTIONS: Interested and capable firms are requested to submit a brief Capability Statement (maximum 5 pages) containing the following information:

1. Company Profile: Company name, address, Unique Entity Identifier (UEI), and Point of Contact information.

2. Socioeconomic Status: Indicate your firm's business size under NAICS 238210. The small business size standard for this NAICS is $19.0 Million. If claiming Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) status, you must be certified in the SBA Veteran Small Business Certification (VetCert) database.

3. Relevant Experience: A brief description of 2 to 3 recent projects (within the last 5 years) of similar size, scope, and complexity (specifically demonstrating experience with installing emergency power systems, motor control centers, and manual transfer switches in a healthcare or industrial environment).

Action: Please submit your Capability Statement via email to Edwin Rivera at edwin.rivera@va.gov and Jose Hernandez at jose.hernandez1@va.gov.
