About this file

This document is a Request for Information (RFI) Questions and Responses for a VA project titled "Improve Patient Experience at Palo Alto" with solicitation number 36C26126R0001. The project involves multiple tasks across different buildings, including installing shade sails in a courtyard, implementing security systems in Building T6B, renovating a daycare area, replacing a storm drain, and updating a restroom in Building 100. Key details include a Design-Bid-Build (DBB) procurement method, a 180-calendar day performance period, and the requirement for contractors to provide their own design drawings and details.

Specific requirements include installing new shade sail structures with posts, implementing a standalone CCTV and Intrusion Detection System, creating a physical barrier in the daycare, installing a new gate with a Farpointe CONEKT CSK-2 key fob, replacing a storm drain, and updating a restroom with new fixtures. The VA has extended the RFP deadline to November 14th, 2025, and emphasizes that contractors must verify existing conditions, as minimal as-built drawings are available. The project involves multiple buildings (T6B, Building 100, Building 7) and requires new power and data lines, with surface-mounted conduit/wire molding allowed in some locations.

RFI Questions and Responses for Improve Patient Experience at Palo Alto

1. Is VA providing official construction drawings for this RFP?

VA Response: The VA will not be providing construction drawings for this RFP. Refer to statement of work and attached exhibits. There are no construction drawings available.

2. Is the RFP Design-Build or DBB?

VA Response: This RFP is a DBB.

3. Is the site visit mandatory for this RFP? Since there are no detailed drawings provided in the RFP it would be difficult to bid and quantify the bid without full design drawings if bidder did not take actual measurements on site.

VA Response: IAW 52.237-1 Site Visit – Offerors or quotes are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

4. Please advise manufacturer preferred for the shade sails. If we are to match existing, can VA provide the manufacturer/supplier of the shades they used?

VA Response: VA does not have a preferred manufacturer for the shade sails. The product shall meet the requirements listed in the SOW

Paragraph 1.6.1.3.

5. We are assuming that we are to utilize the existing posts for the shade sails

(shown on exhibit 7). Please confirm that these posts are structurally stable.

Can VA provide as-builts?

VA Response: An example is provided on page 3 of Exhibit 7; the documentation provides an image of existing shade sails on campus.

There are no existing posts in the courtyard. This project shall install the posts needed for the shade sails.

6. The aerial photos don’t seem to show existing shades. Are we providing new shade structures complete with posts and shade sail tension fabrics?

VA Response: The Contractor shall provide a complete shade sail structure to include the design, as stated in the SOW Task 5.

7. Under 1.6 Task 5 note 1 stated ‘The sun/shade analysis shall meet the sun/shade goals noted in Exhibit 7.’ – Exhibit 7 did not provide any verbiage on sun/shade goals, aside from photos of existing identifying areas to be shaded. Please advise.

VA Response: Page 2 of Exhibit 7 shows the areas to be shaded. SOW states the areas that must remain in the sun. Contractor shall design the shade sail system to meet these requirements and prepare sun/shade analysis to demonstrate that the design met the requirements.

8. Under 1.6 Task 5 note 6 stated ‘Provide construction fencing as required per specification’- please provide drawings as to what extent of fencing required, is this around the marked sun/shade area only or are we enclosing the whole courtyard? Does the courtyard need to be passable during construction?

9. Under 1.3 Task 2 Security in PAD Building T6B, If Sielox is the existing

PACS system being used in the facility, are we to match existing? Do we re-use existing lines or are we to provide new.

14. Please confirm if project duration 180 calendar days after issuance of NTP?

The duration seems short as the tasks are on different locations in the facility which will require more coordination with users. Will VA consider increasing the performance of work duration?

VA Response: Performance Period of 180 calendar days is confirmed.

Coordinate schedule with COR/CO regarding long lead items.
