About this file
This is a Special Notice announcing the Department of Veterans Affairs' intent to award a firm-fixed-price, sole source contract to Technical Safety Services (TSS) for specialized cleanroom certification, environmental monitoring, and testing services at the Southern Nevada VA Healthcare System. The contract, numbered 36C26126Q1234, has an estimated total value of $164,396.48 and covers multiple pharmacy and compounding areas within the medical center. Required services include airflow and leak testing, particle counting, airflow visualization studies, viable air and surface sampling, room pressure and air exchange verification, laminar flow unit and isolator certification, and preparation of formal compliance documentation. All services must comply with USP standards, CETA requirements, and VA healthcare performance standards. The Government justifies the sole source award on the grounds that TSS is the only known vendor capable of providing all required semiannual, annual, and monthly testing services with the necessary expertise, calibrated instrumentation, and ability to perform testing without disrupting critical pharmacy operations.
The solicitation is open for capability statements from interested businesses that believe they can meet all technical, regulatory, and performance requirements. Interested vendors must submit responses by September 15, 2026, at 12:00 PM Pacific Time with evidence of technical capability including USP and CETA-compliant testing experience, calibrated instruments, past performance with VA medical centers or similar healthcare facilities, ability to meet required service frequencies, onsite availability in Southern Nevada, and company information including UEI Number and business size classification. The contracting office is the VA Sierra Pacific Network (VISN 21) Network Contracting Office, with the point of contact being Contract Specialist Rachael Becker at Rachael.Becker@va.gov.
