Amendment of Solicitation/Modification of Contract (Standard Form 30)

This is Amendment 0001 to solicitation 36C26126Q1224, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21 on October 21, 2026, with an effective date of October 28, 2026. The amendment is directed to all offerors and bidders and is not extended. The requisition/purchase request number is 640-27-1-4073-0001, and the accounting and appropriation data is 640-3670152-4073-840700-2580. No contractor is identified as this is an amendment to an active solicitation.

The sole purpose of this amendment is to add Federal Acquisition Regulation (FAR) clause 52.219-27, "Notice of Set-Aside for, or Sole-Source Award to, Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns Eligible Under the SDVOSB Program," to the solicitation. This clause establishes that offers are solicited only from concerns designated in the System for Award Management (SAM) as SDVOSB concerns certified by the Small Business Administration (SBA), and any resulting award will be made exclusively to an SBA-certified SDVOSB concern. The clause defines SDVOSB concerns as small businesses owned and controlled at least 51 percent by one or more service-disabled veterans, with management and daily operations controlled by service-disabled veterans or, in cases of permanent and severe disability, by the veteran's spouse or permanent caregiver. Joint ventures may qualify if the SDVOSB party or parties perform at least 40 percent of the work and more than administrative functions. All other terms and conditions of the solicitation remain unchanged.
