About this file
This is Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 21, dated August 10, 2026. The amendment is numbered 0002 and amends solicitation 36C26126Q1027, originally issued July 27, 2026. The amendment is not extended, meaning the original deadline for receipt of offers remains in effect.
The amendment addresses questions and answers provided by offerors regarding generator maintenance and load-bank testing requirements. Key clarifications include: monthly testing of connected generators at 30% capacity for 30 minutes (12 times per year) performed by VA staff, with annual load-bank testing required for all 13 generators including five portable units. Load-bank testing must include 30 minutes at 50% capacity and 1 hour at 75% capacity using resistive load only. All costs associated with load-bank testing—equipment, mobilization, connections, labor, testing, disconnection, and reporting—must be included in fixed prices for Generator Maintenance CLINs. No additional pass/fail tolerances, witnessing requirements, certifications, or acceptance documentation beyond the completed Load Bank Data Sheet and general service-report requirements are required. Offerors must acknowledge receipt of this amendment prior to the specified deadline using one of three methods: completing and returning the amendment, acknowledging receipt on each copy of the offer submitted, or sending separate written or electronic communication referencing the solicitation and amendment numbers.
