About this file

This document is a Questions and Answers (Q&A) amendment to RFQ #36C26126Q0996 for the installation of an Intrusion Detection System (IDS) and monitoring services.

The amendment clarifies key technical and operational requirements for the IDS installation across multiple locations. The existing IDS equipment is Visonic (not DMP), and all panels will utilize cellular monitoring for remote communications rather than POTS lines or VoIP. No installation standards (MIL-STD or equivalent) are mandated, and as-builts are not available to bidders. The E-Wing Arm's room and E-Wing 3rd Floor Room OIT will each have dedicated panels on separate floors with existing cabling already in place. All sirens and motion detectors will be wall-mounted, while magnetic door switches will be surface-mounted. AIPA Building D155 and AIPA Building D185 require fully new IDS installations with all field devices. Virtual keypads are not required; all arming and disarming will occur via physical keypads at site locations. All panels will communicate via cellular connectivity rather than ethernet, and all monitoring accounts will be consolidated under a single government account rather than individual panel accounts.

Title: Installment of Intrusion Detection System (IDS) and Monitoring Services

Amendment #1

1) Is the existing IDS for all locations DMP? NO. If not DMP, which manufacturer? I think it’s Visonic.

2) What is to be used to call out to remote monitoring - POTS line, VOIP, etc.? Cellular Monitoring.

3) Is there an installation standard (MIL-STD, MIL-HBK, etc) we have to abide by? No installation standards.

4) Are there as-builts available for review/dissemination to bidders? No.

5) Is the E-Wing Arm’s planned to be monitored on the same intrusion panel as the E-Wing

3rd Floor Room OIT? NO. Or is the E-Wing Arm’s room planned to have its own dedicated panel with keypad? Both will have their own dedicated panel as both are on diƯerent floors.

6) If E-Wing Arm’s room is to be monitored by the E-Wing 3rd Floor Room OIT, is there existing pathways for cabling to reach that room or will conduit and floor coring be required? Both will have their own dedicated panel as both are on diƯerent floors and existing cabling are in that area.

7) For each location, what mounting style are the existing sirens and motions to be replaced? (Ceiling or wall?) Wall.

8) For each location, what mounting style are the existing magnetic door switches to be replaced? (Surface or recessed?) Surface.

9) For AIPA BLDG D 155 & AIPA BLDG 185 there is no mention of re-activation or installation in the Task Order Requirements for new IDS. Do each of these locations have an existing IDS or will these be a fully new IDS including field devices? AIPA Building will require new install.

10) Will the Government require the use of Virtual Keypad? If so, how many users per site?

No Virtual Keypad. All Keypads at site location will be used to arm and disarm.

11) Since each panel cannot be associated with the VA network, is there an existing separate network for ethernet communications or must all panels be cell communications? Cell communications.

12) Will each panel have its own monitoring account? Or will they all be included under one account? We want all monitoring in one account.
