About this file

This document is a Questions and Answers file addressing government inquiries regarding a follow-on water treatment system operation and maintenance contract solicitation.

The solicitation represents a follow-on to an existing contract with no significant changes in scope. A site visit walk-through date to survey current equipment will be provided at a later date. The government identified improved communication with the Contracting Officer's Representative (COR) as the primary operational challenge for the follow-on contractor to address. No recent California Division of Drinking Water Sanitary Survey is available, and there have been no after-hours emergency callouts or unplanned system failures over the past three years under the incumbent contractor. The successful contractor will receive transition documentation including existing operating procedures, preventive maintenance records, equipment manuals, SCADA documentation, asset inventories, and historical water quality records following contract award. Operation data on water use utilities, including make-up water meter numbers for the cooling tower and boilers, will be provided as an attachment.
