The project requires installation of multiple sign types including a large backlit programmable building logo, an illuminated emergency entrance sign, and three programmable digital signs visible from three site gates. Key technical requirements include LED digital displays with a Content Management System (CMS) supporting three to five-year subscriptions and two to five user licenses, wireless bridge connectivity for remote programming, wind and structural analysis per ASCE 7 standards with Professional Engineer calculations, and compliance with VA Signage Design Guide PG-18-10 (February 19, 2025 version). Installation must be completed within 20 calendar days from on-site work start, with weekend and after-hours work permitted. The contract classifies as a supplies/products contract under NAICS 339950 with Service Contract Labor Standards (wage determination 2015-5593) applicable. The project is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with no bonding requirements. Existing sign removal (approximately three signs with concrete footings) and disposal are included. Payment will be made after installation completion with phased invoicing permitted as individual signs are installed and accepted. A one-year warranty on workmanship and materials and a five-year warranty on LED display components are required, including labor, parts, and CMS support. The amended quotation response deadline is July 6, 2026 at 11:00 AM PDT, with post-site-visit questions due by 11:00 AM PDT on June 29, 2026.
