This is a Sources Sought Notice from the Department of Veterans Affairs Network Contracting Office (NCO 21) for market research purposes. The VA is seeking qualified vendors to provide "Boots on the Ground" services for the Center for Pacific Islander Veterans Health (CPIVH) in the Neighbor Island location, with potential expansion to Pacific Basin, Continental U.S., and Oahu, Hawaii. The solicitation number is 36C26126Q0785, and responses must be submitted by email to Contract Specialist Lydia Anderson (Lydia.anderson@va.gov) by June 12, 2026 at 10:00 A.M. PST. Interested contractors must submit a comprehensive response addressing ten specific requirements, including company socioeconomic status, legal name and SAM registration, primary point of contact, capabilities statement, relevant experience, similar project references, and subcontracting plans in accordance with FAR limitations on subcontracting (requiring at least 50 percent of personnel costs to be expended on the prime contractor's own employees for small businesses). The VA emphasizes this is a pre-solicitation announcement for market research only and is preliminary and subject to modification, with no binding commitment or payment obligation to respondents. The determination of procurement strategy will be solely at the Government's discretion based on submitted information.
