About this file

This file is an Amendment to Solicitation (Standard Form 30) with vendor questions and answers for a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office (NCO) for Special Mode Transportation Services for VA Northern California Health Care System (VANCHCS). The amendment, issued March 26, 2026, addresses vendor inquiries regarding the procurement and clarifies key operational parameters.

The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 485999 with a size standard of $19 million. The contract period of performance is June 1, 2026 through March 31, 2027 (10 months), with potential for a longer-term follow-on procurement. The service area encompasses Northern California from Redding to Modesto and eastward to Sonora and Lake Tahoe, serving approximately 34,590 eligible Veterans. The Government does not have available historical trip data (origins, destinations, mileage, pickup/drop-off times, or hourly distributions) but notes that a previous similar procurement saw proposals for approximately 28-35 vehicles. Contractors must provide non-emergency transportation services on a 24/7/365 as-needed basis. Vendors must be registered in System for Award Management (SAM.gov), complete and submit VAAR 852.219-75, and acknowledge receipt of this amendment with their quote submission to avoid rejection. The contracting officer is Emily Trinh.

Emily Trinh Contracting Officer Vendor Questions and Answers Special Mode Transportation Services for VA Northern California Health Care System (VANCHCS)

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

a. Yes, there is an incumbent providing special mode transportation services for VANCHCS. To obtain additional information, you may submit a Freedom of Information Act request through https://www.foia.gov/.

2. Will you provide a history of each type of trip (per the CLIN listing) for the past 12 months to include origination, destination, and mileage? (Location can be VA facility and resident zip codes, not full addresses.)

a. The Government is currently unable to generate historical data for trip origination, destination, or specific mileage. However, the following additional information is provided to assist with quote preparation:

· There are approximately 34,590 Veterans that are eligible for special mode transportation services.

· Service area coverage includes from Redding, CA to Modesto, CA and as far east as Sonora, CA and Lake Tahoe, CA.

Offerors shall base their quotes on the estimated quantities provided in the solicitation. The Government considers these estimates to be the best available information for pricing purposes.

3. Along with the trip history, will you include the times for pickup and drop off? or maybe an aggregate view of pickups and drop offs for each hour window like 5-6am, 6-7am, etc.?

a. The Government does not maintain historical data regarding pickup and drop-off times or hourly distribution of trips. In accordance with performance work statement Section 4(a) “The Contractor shall provide non-emergency transportation services on an “as needed” basis. Services may be required 24-hours per day/7-day a week, 365 days a year, within the State of California..”

Times will vary as scheduled (or unscheduled) services are based on the Veterans’ need for special mode transportation services.

4. How many vehicles are currently used to cover all the trips?

a. The Government does not have data regarding the number of vehicles utilized by the incumbent contractor. In a previous procurement for similar services, offerors proposed approximately 28–35 vehicles to meet the requirement. This information is provided for informational purposes only and does not represent a Government requirement. Offerors are responsible for determining the resources necessary to meet the requirements of the Performance Work Statement.

5. Why is this contract for only 9 months? Do you anticipate a five year contract at the end of this one?

a. The anticipated period of performance is from 06/01/2026 – 03/31/2027, which is 10 months. The short-term contract is to allow for sufficient time to prepare for a potential long-term procurement.
