About this file
This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 21 for solicitation 36C26126Q0367. The amendment's purpose is to answer vendor questions regarding the Health Care for Homeless Veterans (HCHV) Contracted Emergency Residential Services (CERS) program in Maui, Hawaii. The contracting officer is Emily Trinh, and offerors must sign and acknowledge this amendment and return it with their quote.
The amendment addresses six key vendor inquiries. The VA HCHV staff confirm veteran eligibility based on service time and discharge status, with contractors responsible for outreach to maintain at least 80% bed occupancy quarterly. Veterans must be physically present on Maui at admission, with priority given to chronically homeless Maui residents. Program stays are limited to 90 days, though extensions may be granted if veterans are actively pursuing permanent housing; discharge involves submission of required forms to the VA HCHV Liaison. The amendment states that questions regarding prior contract bids, incumbent contractors, and previous similar purchases require Freedom of Information Act (FOIA) requests. Additionally, the VA HCHV program includes an employment specialist available to work with homeless veterans. Offerors must acknowledge receipt of this amendment prior to the specified deadline to avoid rejection.

Emily Trinh Contracting Officer Solicitation Questions and Answers Health Care for Homeless Veterans (HCHV) Contracted Emergency Residential Services (CERS) in Maui, Hawaii
1) Is the process of identifying eligible participants initiated by the VA (Do you have a list available) or are we required to find them on Maui?
a. The VA HCHV staff confirm eligibility of veterans when presented for admission to the program. Generally, eligibility of a homeless veteran depends on time in service and status of discharge: https://www.va.gov/health-care/eligibility. It is the responsibility of the contractor to engage in outreach or an outreach plan to ensure beds are filled at least 80% each quarter. The VA may provide referrals for admission on occasion (if a veteran presents to the VA clinic or staff before being outreached by contractor). VA referrals to the contractor are supplementary.
2) Are the participants restricted to have come from Maui? Can we take in Veterans that happen to be on Maui?
a. Veterans must be physically present on the island of Maui at the time of admission. Chronically homeless veterans who are residents of Maui should be prioritized, however, shorter length of residency on the island of Maui does not disqualify a veteran from admission.
3) After the 90 day process, if the veteran is not able to get other housing, what is the process for discharge?
a. Occasionally, external circumstances may delay a veteran from obtaining permanent housing within 90 days. For this reason, extensions may be granted by the VA HCHV Liaison if the veteran is actively working on obtaining housing. Discharge process involves submission of required forms to VA HCHV Liaison. A discharged veteran is no longer receiving services from the contractor/program.
4) ) Is this a new contract or is this an old one and what was the bid on the prior contract?
a. You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request.
5) Is there a VA work program that we may combine with?
a. VA HCHV program has an employment specialist who can work directly with homeless veterans.
6) Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
a. You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request.
