About this file
This document is an amendment to a Request for Quote (RFQ) for a Learning Management System (LMS) issued by the Department of Veterans Affairs VA Sierra Pacific Network (VISN 21). The solicitation (RFQ #36C26126Q0210) seeks a cloud-based LMS with specific requirements, including FedRAMP authorization, SCORM capability, and support for approximately 180 user seats. Key details include an estimated award date of January 1, 2026, with the LMS needing to be operational in January to facilitate content upload.
The solicitation covers a cloud subscription and support service for a base plus four-year period, with specific technical requirements such as customizable content creation, asynchronous content delivery, and the ability to track learner tests and progress. The VA will locally manage content creation and user enrollment, with 5 administrator accounts anticipated. Storage requirements include 500 GB initially, with projected growth to 1 TB over the contract year. The LMS must support various training modalities including instructor-led training, e-learning, assessments, and discussion boards, with no external content or integrations required.

Brandy Gastinell Contract Officer Questions Regarding Solicitation #36C26126Q0210 Learning Management System
1. • LMS Functionality: Is full LMS functionality (e.g., SCORM/AICC hosting, competency validation workflows, supervisor sign-offs) required natively, or is integration a bundled LMS partner acceptable?
• Security & Compliance Documentation: Are items such as FedRAMP authorization required at proposal submission
• Records Management & Data Rights: Does VA require a contract addendum granting unlimited rights and export/return capabilities for all user/completion data, or are standard SaaS terms for data export and retention aligned to NARA schedules sufficient?
• Healthcare Competency Mapping & Policy Linkage: Is it sufficient to provide evidence of accredited content and a process for mapping to standards, or is direct integration with hospital policies required?
2. How many users do you anticipate to have access to the system?
3. Will you or a 3rd party be providing the content for the LMS to be uploaded delivered and tracked?
4. Will users access the site through self-registration, administrator enrollment or automated data feeds?
5. Are you interested in advanced features like microsite creation, knowledge center repository, video delivery, test-out features for learners and progressive training assignments?
6. We are starting to review your Security requirements with our security team, will FEDRAMP be mandatory for the successful bidder? I don’t' see it appear in the RFQ document - so assuming not at this stage.
7. Can you provide an estimated user count for the initial contract year? Are all users using the LMS internal healthcare users? Regarding their usage; will they be using it through the year continuously or just for shorter periods of time (ie a month).
8. Are you expecting healthcare learning content to be provided with the solution? If so, can you provide a bit more detail on your content requirements and courses you would like? Will all learners require access to content.
9. Are you requiring a course authoring tool?
10. Are you looking business analytics capabilities?
11. Are you looking for learner engagement and gamification capabilities?
12. Is there any integrations you are requiring? Ie HRIS?
13. How many users (learners, eLearning staff, etc.) will use the learning management system (LMS) annually?
14. Does VASHNS currently have an LMS which is or may be replaced by the LMS selected under this contract? If so, which LMS is used today?
15. As this requirement is for a Federal organization, does the solution have to be FedRAMP Moderate authorized?
16. Does VASNHS require the contractor to provide off-the-shelf learning content (e.g., nursing education course)?
17. In addition to the services required to implement the LMS and provide VASNHS LMS related training, is the contractor required to provide any additional services?
18. Would you please provide clarification for this requirement? -- Paragraph C. Scope of Work: “The contractor shall provide direct care staff to complete education and competency to comply with regulatory requirements and Joint Commission Standards, delivered virtually. Additionally, the contractor provides a resource to organizations that will enhance the orientation process with evidence-based resources and guidance for clinical practice from accredited sources and nursing organizations.”
19. It is common for LMS solicitations to have detailed specifications for the required features and functionality of the LMS. Other than a cloud based LMS which is available 24x7, does VASHNS have specific LMS feature and functionality requirements?
20. Table B.2 Price/Cost Schedule identifies Content Migration as a requirement. What content needs to be migrated and from which VASNHS system (please specify the system vendor)?
21. What is the format for existing (and required) VASNHS courses (e.g., SCORM, etc.)?
22. Under 3. Deliverables, 3.1.1.4 requires Support and Compliance Deliverables. Would VASNHS please provide details for these deliverables?
23. Does VASNHS have an estimated award date for this solicitation?
24. Does VASNHS have an estimated budget for this solution? (Answer from me: The VA does not typically disclose budget information for solicitations to ensure a fair and competitive bidding process. We encourage all potential vendors to carefully review the solicitation document, including the scope of work and evaluation criteria, to formulate their best possible proposal.)
25. Does VASNHS have a required go-live date for the LMS (more specific than 15 weeks after contract award)?
26. How many VASNHS staff will require LMS training?
27. What is the number of Administrator Accounts anticipated for system management?
28. What are the storage requirements, including:
-Expected volume of hosted content -Anticipated storage growth over the contract period
29. What are required system integrations, if any (e.g., HR systems, single sign-on, VA-specific platforms, etc.)?
30. What is the Size and Quantity of Existing Training Content (e.g., number of courses/modules to be uploaded, SCORM packages, file types)?
31. What training modalities are currently used and what modalities are expected in the new system (e.g., instructor-led, e-Learning, certifications, assessments, etc.)?
32. Does VASNHS already have access/subscriptions to external training, or is this procurement for both the LMS and content?
33. Can VASNHS confirm the estimated number of total users and concurrent users required for the LMS subscription?
34. Please define the scope of "Basic Support" (Line Item 0003) and how it differs from support included in the Cloud Subscription (Line Item 0002).
35. The PWS references "Content Migration" in the deliverables. Does VASNHS have existing LMS content requiring migration? If so, please provide the approximate volume and format.
36. Does the LMS solution require FedRAMP authorization? If so, at what impact level (Low, Moderate, High)?
37. Please provide more clarity regarding specifically what the government is seeking under section I.C. of the Scope of Work: “The contractor shall provide direct care staff to complete education and competency to comply with regulatory requirements and Joint Commission Standards, delivered virtually.”
38. Can you provide more information and details on this portion of the Scope of Work in I.C: “Additionally, the contractor provides a resource to organizations that will enhance the orientation process with evidence-based resources and guidance for clinical practice from accredited sources and nursing organizations. This service will link best practice guidance with specific hospital policies.”
39. In Section B.2, can you provide more insight into line 0003: “Learning Management System- Basic Support in accordance with the Performance Work Statement.” How do you define basic support? Is the government anticipating the Contractor will be managing the LMS on its behalf over the entire contract period?
40. Are there any specific technical requirements for the chosen LMS?
41. What assumptions are you currently making regarding implementation timeline and required integrations? This will help us scope the professional services component accurately given the short time period.
42. Could you please provide the number of VA staff who will need licenses/training?
