About this file
This is a Questions and Answers document for a federal contract solicitation (36C26126Q0065_3) for Heart Transplant Patient Lodging Services issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21. The document clarifies key requirements for vendors providing accommodation services to veterans and their families requiring 24/7 care during heart transplant treatment.
The contract requires vendors to maintain two dedicated guest rooms at a single facility located within 10 miles of VAPAHCS - Palo Alto Division (3801 Miranda Avenue, Palo Alto, CA 94304). One room must be wheelchair-accessible on the ground floor, while the second room may be on the first floor if an elevator is available. Both rooms must accommodate up to five occupants with full-size refrigerators and kitchenettes. Rooms are reserved exclusively for VAPAHCS patients and families and will be paid for in full by the Department of Veterans Affairs regardless of occupancy status. Guest rooms must be cleaned every morning unless a "Do Not Disturb" sign is posted. The contract is structured as a firm fixed price agreement for five years with no allowance for price adjustments across fiscal years; vendors must factor anticipated cost increases into their initial pricing. A designated Point of Contact must be physically located at the facility to ensure familiarity with contract terms, though customer service support via 800 number is permissible. The solicitation is restricted to qualified vendors and does not accept proposals from third parties or provide tax exemption certificates.
