About this file
This document is an Amendment (0001) to a Request for Quote (RFQ) by the Department of Veterans Affairs Network Contracting Office 21 for food services at a Community Living Center (CLC) and Psychosocial Residential Rehabilitation Program (PRRP). The contract includes providing three meals daily and vending machine services for veterans from 2026-2030, with base and four option years. Key contract details include: the contractor must supply all labor, equipment, and services for meal preparation and service, while the government will provide serving trays, plates, utensils, and equipment. The total base year pricing is $65,700.00 for meal services and $12.00 per month for vending machines. The solicitation involves a new requirement with no incumbent contractor, and the proposal submission deadline is November 28, 2025. The government noted ongoing kitchen renovations and tentatively plans a site visit on November 21, 2025, for interested vendors.
The amendment addresses several vendor questions, including clarifying that the contractor must provide food supplies, personnel certifications, and safety procedures. Contractors are required to submit actual personnel resumes, not generic samples, and the technical proposal is limited to 12 pages (excluding title page, table of contents, certificates, and resumes). The facility serves a High Sensitivity Population (HSP) or At-Risk veterans who may have dietary restrictions. Additional contract specifics include: no CAC cards or security clearances required, background investigations estimated at $200 per person, and vendors should consult their tax advisor regarding Hawaii State General Excise Tax applicability.
