About this file

This is an amendment containing questions and answers for solicitation #36C26125R0023, which seeks to replace damaged electrical wires at VA Livermore in California. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238210, with responses due by February 21, 2025 at 12:00 PM Pacific Time.

The Q&A provides technical details about the wire replacement project, including that the existing wires were damaged by age and tree roots. The work involves replacing approximately 300 feet of wire between Building 6's main distribution panel and the B30 125-amp breaker, including new grounding wire sized to NEC standards. The contractor may use a trencher after conducting a site survey, and must replace any disturbed concrete, asphalt, or grass. The work requires power de-energization at the T1 transformer, with the B30 125-amp breaker already locked out. The conduit specifications call for 1-inch EMT type, 100 feet in length, with replacement of the grounding rod required.

DESCRIPTION

The purpose of this amendment is to respond to all RFI’s submitted for the Replace Damaged Electrical Wires for VA Livermore, CA. solicitation # 36C26125R0023. All other terms and conditions of the solicitation remain unchanged.

Question 1 - How did cable become damaged? Solicitation mentions, but doesn't require, conduit.

replacement.

Answer 1: The wire became damaged due to age and damage from tree roots. We confirmed power to the feeder breaker. However, from the feeder breaker to the B30 main 208/230 panel, we lost power. We confirmed the short is in the wires between the feeder breaker and the B30 main breaker. We are requesting a rewire from the Feeder to B30. We will use direct buried wire up until the building, then run along the wall in conduit to the Feeder.

Question 2 - Section 3.8 “The contractor will remove (4) 2-guage THHN wire from 6-MDP and from building. 30 Kristy Box containing (3) THHN wires." Please verify this refers to the grounding conductor.

Do we need to replace the grounding conductor?

Answer 2: Yes, we will need a new grounding wire and no, the ground wire does not need to be 2 awg and should be sized to standards in NEC.

Question 3 - Ground does NOT need to be #2awg, verify they know and confirm what size they require.

Answer 3: Ground should be sized to standards in NEC.

Question 4 - Please provide the conduit size, type (PVC, rigid, etc.), length of pull, and whether we need to replace the ground.

Answer 4: Conduit size should be 1 ¼, type EMT, Length 100’, grounding rod will need to be replaced.

Question 5 – What is the estimate length between Bldg. 6 main distribution panel 208/230v power and B30 125-amp breaker located at VA Livermore?

Answer 5: Approximately 300ft

Question 6 - Once the B30 125-amp breaker located in Building 6 is shut off and LOTO is installed, will there be a set time that work needs to be completed and power restored?

Answer 6: Building 6 125-amp breaker has already been locked out (LOTO). However, power must be de-energized to the T1 transformer to pull the new wire using the existing route through the maintenance hole.

Question 7 - In the case that pulling and replacing #2 wire is not feasible and new conduit needs to be installed, what are the conditions for trenching? Can we use a trencher, is there concrete to pass under or cut, is there grass that needs to be removed and replaced? Any information on this would be helpful.

Answer 7: Yes, trencher can be used, but only after a site survey to locate all existing infrastructure in the path.

There is existing infrastructure i.e. (concrete, asphalt, and grass). If trenched from volt concreter, asphalt, and grass. If trenched in building concrete and grass. If anything is moved i.e. (concrete, asphalt, and grass) will need to be replaced.

Question 8 - Can the end user furnish any as built electrical plans detailing the existing size of the conduit and distance of the conduit run?

Answer 8: No.

Question 9 - Can the end user provide an approximate distance of the 2 AWG THHN needed?

Answer 9: 200ft
