About this file

This document is an Amendment to Solicitation (Standard Form 30) for the VA Pacific Islands Health Care System's Homeless Contracted Emergency Residential Services (CERS) in Honolulu, Hawaii. The amendment provides clarification through a Questions and Answers section addressing key details about bed occupancy, shelter provisions, and per diem rates for veterans and their partners. Specifically, the document confirms that the 6-bed contract counts only the veteran as occupying a bed, allows for flexible accommodation of partners (potentially in the same room), and specifies that the per diem rate applies only to the veteran.

The solicitation covers an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year performance period from 09/30/2025 to 09/29/2030, divided into annual ordering periods. Potential offerors were instructed to submit questions by 07/18/2025 at 10:00 AM PST to the Contracting Officer, Austin Mitts. The contract aims to provide emergency residential services for veterans in the Urban Honolulu area, with specific provisions for accommodating veterans and their partners throughout the program's duration.

Questions and Answers – 07/11/2025

1. Question: Of the 6 beds in the contract, does the veteran count as 1 bed filled and the spouse count as 1 bed filled? Or would we need 12 beds to potentially accommodate both the veteran and the spouse/partner if all 6 veterans had a spouse/partner? If 12 beds is the case, would we only receive the per diem rate for the veteran?

Answer: The veteran only counts as 1 bed filled for the purpose of the contract. It is up to the contractor to determine how they will accommodate potential partners (ie, using a larger bed, multiple beds or separate rooms). Ideally, the veteran and the partner will be located together in the same room. The per diem rate would only be for the veteran.

2. Question: Related to the above, is the per diem rate paid for both the veteran and the spouse?

Answer: The per diem rate is only for the veteran.

3. Question: Does "providing shelter" indicate an overnight stay or just a visit?

Answer: Providing shelter indicates the facility has space to accommodate the Veteran’s partner as a member of their household for the duration of their stay in the program.

4. Question: If shelter is provided to the spouse/partner would that person be allowed to stay for the entire duration of the veteran's stay (potentially multiple months)?

Answer: Yes.
