About this file

This is an Amendment 0001 to solicitation 36C26125Q0248 that provides answers to vendor questions regarding Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services (CERS) in Yolo County for the VA Northern California Health Care System (VANCHCS). The amendment clarifies that the requirement is specifically for emergency housing and supportive services for homeless Veterans at a facility/shelter within Yolo County, not for home health or laboratory services. Healthcare experience working with vulnerable populations would be considered acceptable experience.

The underlying solicitation is for a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract under NAICS code 623220 with a size standard of $19M. The opportunity is not set aside. Questions were due by February 12th, and vendors must acknowledge all amendments. Information about incumbents or previous contract numbers was directed to be obtained through FOIA requests. The contracting office is the VA Network Contracting Office 21.

Emily Trinh Contracting Officer Solicitation Questions and Answers Health Care for Homeless Veterans (HCHV) Contract Emergency Residential Services (CERS) in Yolo County for VA Northern California Health Care System (VANCHCS)

1. Could you clarify if a home health agency or laboratory is eligible to apply for this opportunity?

a. This requirement is for emergency housing and supportive services for homeless Veterans in accordance with the HCHV CERS model requirements outlined within the performance work statement. These services are provided at the company's facility/shelter within Yolo County to Veterans who are homeless or at risk of homelessness. Per the PWS, “The HCHV CERS Program exists to provide a means of removing homeless Veterans from the street or habitation unfit for humans and placing them in community-based, residential environments with sufficient supportive services to meet their basic needs.” In contrast, home health agencies provide services at the client's home, which typically exclude clients without homes. Also, laboratories are not providers of emergency housing services.

2. Can you clarify whether prior experience specifically in emergency housing is a requirement, or if healthcare experience serving vulnerable populations would be considered

a. Healthcare experience working with vulnerable populations would be considered.

3. Is this a brand new contract OR if there is (was) an incumbent performing these services?

a. You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request.

4. If this is a not brand new contract, could you please provide the current / previous contract number?

a. You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request.
