We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

This will be a replacement contract. There is an incumbent performing the services.

If not brand new, could you please provide the current / previous contract number.
The current contract number is 36C26123P1017.

During the peak times in the morning and afternoon for the 300 staff members that will be transported. Will there be a schedule provided for their arrival time and when they need to be dropped off? (For example: At 5am 50-100 staff members will arrive, 615am 50-100 staff member)

There are no specific times for pick-up and drop off. Please see Route #1 detail below.

Three (3) buses (minimum of 52 passenger capacity) for approximately 300 employees running during peak commuting hours; from 5:00 AM to 9:00 AM for approximately 7-9 trips then returns to run from 2:30 PM to 6:30 PM for approximately another 7-9 trips. Executive motor coaches need to include undercarriage of storage for bicycles and Wi-Fi features.

Is there a previous bid tabulation for this contract?
I can provide the contractor’s name, SDV Services, Inc.
Can you leave the shuttle bus at the property?
If not performing work, the Contractor shall not park or leave unattended vehicles on VA premises.

Page 10 Para 5 (Route #1) - are the three (3) buses required to be “executive motor coach” like a charter tour bus?

Yes

Page 10 Para 5 (Route #1) - assuming the larger buses are specified to accommodate approximately 150 passengers per hour, can the contractor use any combination of vehicles that achieves this capacity? For example, five (5) 30 passenger shuttles instead of three (3) 50 passenger buses.

No

Page 10 Para 5 (Route #1) - are 7-9 trips required for each bus or is that a total for all buses?
It is a total for all buses.
Page 10 Para 5 (Route #1) - should the departure times be staggered? For example, departing the Salesforce Transit Center at 5:00, 5:30, and 6:00 and allowing for the first bus to return for the next run at 6:30?
There will be a specific schedule for this route provided once the contract is awarded.
Page 11 Para 5 (Route #3) - what is meant by “executive shuttles”? Are there some minimum requirements for the interior or exterior other than a bicycle rack and Wi-Fi
There are no specific requirements other than what is listed.
Page 10 Para 5 (all routes) - are their approved locations for shuttle stops at all locations? If so, please provide a map and/or specific details about each stop.
The address is included in the statement of work for each stop.
Page 10 Para 5 (all routes) - does the VA have a permit with the City of San Francisco to have shuttle stops that might block parking or traffic while embarking or disembarking?
No, the SFVA does not.
Page 15 Para 13.5 - can on-site records be digital records that are accessible anywhere, rather than physical/paper records?
Yes
Page 49 Para 1.a.2 - will the contract start date be adjusted based on the award date? For a contract of this size and complexity something like 60 days should be reasonable to have everything in place to begin.
The contract start date in the solicitation remains.
Page 49 Para 1.a.3 - driver ‘qualifications and experience levels’ assumes we have a team already hired and ready to work, which is only true for the incumbent. Can these be provided before the contract start date but not with the solicitation response?
Driver ‘qualifications and experience levels’ must be provided per the solicitation as part of the technical evaluations.
The price cost schedule on page 5 has the incorrect quantities for lines 0001, 0002, 0003, and 0004. You show a POP of 6 months, but the quantity shows 12.
The Price/Cost Schedule will be amended to correct the quantities from “12” to “6”. The unit of “MO” is unchanged.
